Jammu, Mar 21: The Chief Minister's new surrender policy has drawn flak from all quarters. Reactions ranging from critical to scornful poured in all day. Surprisingly nobody has hailed the policy. The overwhelming opinion is going to upset the Chief Minister, who must have framed it after consultations with her advisor popularly known as Birbal. Kashmir watchers while ridiculing the move say that the policy reflects that the chief minister is not fully aware of the gravity of the situation and is disconnected with the people living at the grass root level. According to them, Kashmir is in mess because of mishandling and manhandling of the youth by the authorities especially by the security agencies. They opined that rehabilitation has to come immediately when the militant surrenders. If he is made to wait for ten years, how will he earn his livelihood? And, how will he reform?" Its ridiculous that she has decided to go ahead with its decision to reward terrorists, who surrender before security forces, with Rs 6 lakhs. "It's betrayal with the security forces who are laying down their lives for the nation. It looks like that terrorists are being given incentives. This way many youth will pick up the guns and surrender later for the sake of money," said an analyst. It's astonishing that a terrorist who surrenders in the Valley will be rewarded with Rs 6 lakhs in the form of an FDR (fixed deposit) that will have a lock-in period of 10 years and will become encashable upon display of good behaviour. While the FD will have a lock-in period of 10 years, the surrendered terrorists will be able to receive Rs 4000 in interest per month with immediate effect. The revised policy, drafted by the Home Department which is held by CM Mufti, also has provision for job schemes and a massive hike in cash for handing over arms, ammunition and explosives. "It's really surprising to note that J&K government pays Rs 5 lakh as compensation to the kin of a civilian killed by terrorists or in Pakistani firing along the Line of Control and International Border. And terrorist who surrenders will get Rs 6 lakhs," said an observer. Under the previous Rehabilitation Policy, a terrorist who surrenders was supposed to receive Rs 1.5 lakh in reward as FDR with a lock-in period of three years. There was no provision of monthly payment of interest in the previous policy. Sources said that under the revised 'Rehabilitation Policy', an increase of four- to 10-times has been provisioned in the payment to terrorists for handing over arms, ammunition and explosives. Rs 1 lakh will be given for UMG/GMPG/Pika/RPG/Sniper Rifle as against previous Rs 25,000. For AK rifle, the terrorist will get Rs 50,000 as against Rs 15,000 per weapon. "The Chief Minister should reshape her strategy and talk to experts before coming out with such plans," opined a retired army official. |
