AAP criticizes Govt for not holding Panchayat election | | | Early Times Report
Jammu, Apr 2: AAP J&K, held a meeting at Jammu, under the chairmanship of Ram Singh Chouhan and discussed various political issues in the state particularly curbing Panchayati Raj Act 1989. Various speakers including S. Deep Singh, Founder & National Council Member expressed great anguish over the onslaught of successive governments not to devolve rights to the Panchayats at the grass root level. The following resolution was passed in one voice urging coalition government to conduct Panchayat elections as also urban local Bodies so as to decentralize the powers of Planning, Execution & Monitoring into the hands of public representatives. The preamble to the Panchayati Raj Act 1989, clearly envisages that it is an Act to provide for constitution of Halqa Panchayats, Block Development Councils & District Development Boards. But strange enough "Block Dev. Council & District dev. Boards" have never been constituted here in J&K state during last 7 decades unlike other states in the country. The main reason behind this can safely be inferred that successive governments in the state do not want to decentralize the powers down up to Panchayat level into the hands of public representatives duly elected by public in a democratic manner for effective participation of people in decision making process and for overseeing implementation of developmental programmes, because local MLA's & Ministers would become irrelevant & jobless. |
