Who is Director Social Audit in J&K ?

Srinagar April 2: Corruption has touched new heights in Rural Development Department (RDD) from last few years in the implementation of national flagship programmes like Mahatma Gandhi National Rural Employment Guarantee Scheme (MG-NREGS), PM Awas Yojna (PMAY) & Swatch Bharat Mission and others.
Due to lack of transparency in implementation of these Government schemes the officials RDD are making huge fortunes through unaccounted pilferage.
Neither Government is conducting any social audits , nor has it appointed Director Social
Audit from last several years. The Comptroller and Auditor General
(CAG) of India had also raised this issue , but authorities haven’t taken any steps to address it.

Details available with Early Times reveal that the post of Director
Social audit has not been filled up from last more than 2 ½ years in
J&K. The post is lying vacant from years with the result social audits
are hardly being conducted for MG NREGA works in J&K . Sources say
that in the past also no social audit was conducted for NREGA works ,
which has led to mismanagement and misappropriation of funds
during implementation of this scheme.

Expressing concern over the deficiencies regarding social auditing in

MGNREGA reportedly pointed out by the Comptroller and Auditor General

(CAG) of India, the Chief Minister’s Grievance Cell had asked for

placement of social audit staff for MGNREGA but nobody is bothered to
adhere to directions. The Grievance cell had also asked for appointment of
Ombudsman in each district by placing the requisite mechanism for
redressal of the grievances related to the MGNREGA, but nothing has
been done in this regard as well.

As reported already, in-spite of the fact that a high level
committee was constituted for appointment of Director Social Audit for MG
NREGA , the Govt is yet to appoint the said Director which is
affecting the proper implementation of this centrally sponsored
scheme in J&K.



Sources in Directorate of Rural Development Department Kashmir reveal

that under the garb of Social Audits ACDs , DPOs, BDOs , VLWs and

other officials of Rural Development Department go to villages,
take some videos and photos

and then issue a paid press releases to show that social audit of the works was done.. “ The reality is that no such camps are organized as per the guidelines of NREGA. Even the Gram
sabhas conducted in past were mostly held in the house of Sarpanch or
Panchayat member and locals were not at all informed. “If a thorough
investigation is conducted in NREGA , SBM , PMAY schemes , it will be
an embezzlement worth crores” said an employee of RDD Kashmir, pleading anonymity.
