JAMMU, Apr 2: In violation of norms, government-owned Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) without opening of financial bid has issued order in favour of blue eyed bidder to supply Rs. 4.80 crore dental equipment for dental colleges and various hospitals across state.
Reliable sources informed Early Times that JKMSCL invited E-bids for procurement and supply of various dental machinery and equipment including dental chairs in the year 2015. The said tender notice was issued on 07-12-2015 and the last date for submission of online bids was initially 30-01-2017 which was extended from time to time.
The JKMSCL after declaring all to have qualified in the technical evaluation bid were supposed to open the financial bids of the qualified bidders which till date has not been opened. "The officials of JKMSCL in connivance of one firm which had also participated in bidding and for extraneous considerations had been deferring the opening of financial bids and without opening the financial bids allotted the supply order to that firm allegedly after accepting huge money from them", sources alleged.
The JKMSCL officials by misusing their official position and for extraneous considerations managed allotment of contact to their favourite firm. The officials by resorting to corrupt practices have caused great loss to the state exchequer by illegally allotting the contract to a firm without finalizing the bidding process and that too at much higher rates than offered by the applicant.
Sources further said that the officials of JKMSCL issued various orders in favour of particular firm for procurement of 163 Dental chairs with each units worth Rs.4,83,21,256. "JKMSCL was established for setting standards of quality, transparency and accountability in the procurement of drugs, medicines and medical equipment in the state.
However since its inception it has remained in news for wrong reasons after it created a shortage of supplies in the hospitals across the state", sources said, adding that their official website reads that the corporation procures drugs through an open tendering process from the original manufacturers through a transparent system.
