Induct Educationists in Education department
4/2/2018 11:48:16 PM
Shiv Kumar Padha

'A square peg in the round
hole' is an old phrase which is often used in the situation where the inappropriate persons are inducted for an appropriate solutions. Suppose we swap, the human doctor with the veterinary one, fighter pilot with the tank driver, a missile scienctist with the automobile engineer, an educationist with an expert from poultry sciences or animal husbandry and vice versa the results will be chaos, disorder and confusion all around. Every year thousands of Indian youth qualify the administrative competitive examinations at national and the state level who are inducted at various positions of administration at the national and state level. The appointments and transfers of these administrative officers are made in different departments according to their capability and performance because it is the bureaucracy not only the council of ministers which runs and helps to run the governments with their experiences. The capable IAS and KAS officers, no doubt, can steam line the functioning of the education department in the desired manner, help equip the department with the latest educational gadgets and can provide exemplary administration to the department. But the posts from the Zonal Educational officer to the director school education in the education department must be unequivocally filled up by the high caliber renowned educationists from the school, higher or university cadre because with other things, the educationists can bring about desired change in the quality of education and also in the working and management of the school plant.
The educationists can monitor the academic aspect of the school, perform class inspections, inculcate and nurture morale, national and social values our youth is falling short of these days. The result show how the educationist directors have proved hard task masters in the past because these people had been men of letters and knowledge. There are examples how our previous educationist directors like H C Rattan Pal, Ishwar Sharma, B D Sharma, O P Baroo, R L Basoor, Prof. Bal Raj Sharma, G P Singh, R K Chibber, Darshan Vaid and I D Soni have proved their worth as the capable directors. They had mastery over their subjects, languages and general knowledge by way of which no teacher could dodge them.
The over time for the board classes, evening sports for the students, morning assembly followed by the moral lesson was made mandatory for all the students and the teachers concerned. The annual calander for the conduct of excursions, educational tours, co curricular activities, fixed period of summer and winter breaks and dress code by the teachers was strictly adhered to. Unlike the present system, the yardstick for assessing the performance of the teachers included his class results, rapport with students and their parents, punctuality and regularity, dress code, sitting habit of the teachers and the heads of the schools. The product of the schools, during the times educationists managed the department, excels both in quality and content, they exhibit mastery over maximum number of subjects, possess good hand writing and correct pronunciation.
There are no two opinions as regards the style of working, credibility and capabilities of our bureaucrats. They are adept in the matters pertaining to the management, finance, planning and administration but owing to little knowledge about the content and methodology, skills of teachings, feelings, emotions and sentiments of the children. I t is experienced that the performances of the schools, under the bureaucrat Directors, has remained dismal as compared to the past under educationist directors on the following parameters because, - The bureaucrat directors converted the schools into information centers where bulk of information is shared daily through E mails, faxes, whatsapp and messages whith a little emphasis on the academic side.
- The main thrust of the bureaucrat has been to minting money by making and modifying the transfers, earning commissions in lieu of purchases and promotions.
- They always dance at the tune of the MLAs and Ministers and do whatever they like even if the innocent teachers are crushed and grilled because their transfers, postings and promotions mostly depend on the favors and frowns of the MLAs and ministers.
- Present is the most corrupt phase in the history of school education where exorbitant rates are being charged from the teachers for the transfers of their choice. They have proved as bad ombudsman so for as the academic aspect and working culture in the schools is concerned.
- Their decisions have always gone against the needs and requirements of the schools and students. They have muddled the whole educational system in SSA, RMSA working each in isolation and neglect ion.
The working, knowledge and the style of the educationists spearheading the education department in the past have always remained praiseworthy and free from any kind controversy. It is stressed upon the state government to appoint the educationists on the key positions of decision making and academic achievements. In order to make the school education qualitative efforts should be made to select those persons for the post of education directors or Chief Education officers who have written at least dozen of booka on the various subjects because Jis Ka Kam Usi Ko Sajey Aur Karey to Ulta Bajey.
