Jammu, Apr 7: Taking another step ahead in boosting transparency and accountability in the functioning of Rural Development Department, the Department of Rural Development & Panchayati Raj, J&K launched SECURE Software on Saturday here in Jammu. SECURE was launched at a one-day workshop organised by the RDD & PR at Panchayat Bhawan, Rail Head Complex, Jammu. Sheetal Nanda, Secretary to Government, Department of Rural Development & Panchayati Raj, J&K who inaugurated the workshop termed the launch of SECURE a major landmark in ushering in transparency. Sheetal remarked, "It is a digital era, everything should be available to the public in just one click," adding "SECURE will ensure that estimates of the materials needed for a project are not inflated." Rakesh A. Badyal (KAS), Additional Secretary, RDD & PR, Balbir Singh, SE, REW, Jammu, Parvez Malik, XEn, REW, Jammu and other Technical Staff of Jammu were present on the occasion. SECURE (Software of Estimate Calculation Using Rural Rates for Employment) Software has been launched as a pilot project in Jammu district and would later be extended to all the districts of Jammu and Kashmir. Through SECURE Software the Department has taken steps to standardize the estimates to bring uniformity in cost norms, minimize leakages and will improve quality of works through detailing of technical specifications. Importantly, the wrong classification of items into material will be eliminated. |
