PDP minister, family owe Rs 31 cr loan to PNB, turn defaulter

Jammu, Apr 23: A senior ruling PDP minister and his family owes around Rs 31 crore, which they had availed as loan from the Punjab National Bank many years ago but have turned defaulters.
The PNB has already sent the minister and his family many notices and asked them to handover the mortgaged properties to the bank which they had submitted as guarantee at the time of availing huge loans.
As per documents available with the Early Times, the PNB's Circle Office Bahu Plaza, Gupta Towers Jammu issued yet another notice on 15-2-2018 to Dr. Amjad Hussain Ansari and his Kumail Hussain Ansari, Imran Raza Ansari, son of late Molvi Iftikhar Hussain Ansari, and Abid Hussain Ansari-residents of 'Darul Jawad', Qamarwari Srinagar. Wife and daughter of late Molvi Iftikhar Hussain Ansari are the guarantors as the legal heirs of the property mortgaged with the bank. The mortgaged properties include Ansari Motors, Ansari Complex, Sonawar, Srinagar.
While Imran Raza Ansari is the cabinet minister in the Mehbooba Mufti led government and also heads one fraction of the JK Cricket Association, Abid Hussain Ansari is the PDP MLA from Zadibal constituency of Srinagar.
A senior official of the PNB referred to account No. 2132008700001715 for which credit facility was availed by M/S Highland Automobiles (P) Ltd. "Please refer to 60 days notice dated 15012-2017 issued under Section 13(2) of Securitization and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002. The amount due to the bank as on 31-10-2017 is Rs 306935155with further interest w-e-f 1-11-2017 until payment in full".
The bank further intimated to the PDP minister and his family members that despite the above notice, the amount due to the bank has not been paid.
The bank has therefore decided to take possession of the secured assets which include land measuring 45424 Sft along with building constructed on it (Ansari Complex, Sonwar) which comprises of Khasra No's. 394/204/13, 396/15 & 398/16, Khata No's. 182/207, Khewat 44/54; land measuring 21760 Sft along with two storey residential House at Chattabal, Qamarwari, Srinagar owned by Abid Hussain Ansari (No's. 699/75, 706/76, 703/77 & 104/78, Khewat No. 71, Khasra No. 440); land measuring 21760 Sft situated at Qamarwari Srinagar owned by Dr. Amjad Abbas Ansari comprises of Survey No. 1047/78, 1072/696/74, 1077/709/79, 1079/711/80, 108/715/82, 1085/724/86, Khewat No. 71, Khata No. 220; land measuring 161 Kanals and 15 & ½ Marlas approximately situated at village Dever Yekehmanpora, Pattan, comprises of Khasra No. 629, 630, 632, 634 & 635 measuring 13 Kanal 14.5 Marlas, Khasra No. 636, 638, 642, 658, 661, 648, 662, 713, 727, 728/1, 730, 735, 739, 788, 791, 793, 1707, 1715, 1771 & 664 measuring 76 Kanal 12 Marlas, Khasra No. 622, 652, 653, 655, 715, 644, 645, 662, 633, 1716, 1650 min, 1668, 695, 568, 569, 622, 642, 728 & 647 measuring 71 Kanal & 9.5 Marlas.
Beside above mention land, the bank also asked the defaulters to handover the plot of land measuring 9 Kanal & 18 Marlas along with workshop and showroom constructed there upon situated at Channi Himmat Narwal Bypass Road Jammu in the name of Abid Hussain Ansari. The land comprises of Khasra No. 304, Khata No. 3 Khewat No. 1, Khasra No. 301, Khata No. 171, Khewat No. 40, Khasra No. 308, Khata No. 173, Khewat No.41 & Khasra No. 305, Khata No. 174, Khewat No.41.
The bank called upon the defaulter minister and his family members to deliver the possession of the secured assets details above before 1-3-2018 falling which the bank will take the possession of the above said secured assets on or after 1-3-2018 at anytime between 10.00 hours to 17.00 hours.
"We are also informing police authorities to depute their personal on the date, time and places to avoid breach of peace or any untoward incident.
"Please be informed that the possession will be taken at your risk and cost - after taking possession, necessary watch & Ward arrangements will be made at your risk & cost-insurance of the secured assets if needed be-will be done at your cost beside further action for sale of the secured assets will follow," reads the notice.
Sources told the Early Times that despite the lapse of nearly two months since the deadline for handing over the mortgaged properties, same was not handed over to the bank by the minister and his family till date.
An official in the PNB told the Early Times that the bank officials are under immense pressure from different quarters to go slow on the recovery of the money from the defaulters in this case and added that seniors are well aware about the day to day progress of the recovery process initiated by the bank against this high profile political family.
He added that if interest of around five months will further be added, the amount will be little bit around over 31 crore.
He said that as compared to this high profile political family, the bank took swift action against small or middle defaulters while dealing the cases of recovery of bank amount from them.
