Terror and talks cannot coexist is India's sermon to Pakistan | | | India has, for the time being, opposed to hold comprehensive dialogue with Pakistan unless Islamabad stops export of terror to India, especially to Jammu and Kashmir. Terror and talks cannot coexist is the latest sermon from the External Affairs Minister, Sushma Swaraj. India has had placed a number of preconditions to Pakistan for the reopening of channels of dialogue. And among the top in the list was end to export of terror to India, including Jammu and Kashmir. It had also demanded that all arms training camps for militants be shut down and Pakistan stop giving material aid to militants including the separatists. So far Pakistan has not stopped export of terror and hence the channels of talks were not reopened and instead of ending export of terror Pakistani troops have been resorting to repeated ceasefire violations which have caused immense problems for the border villagers apart from getting killed or injured in firing of mortar shells. Hence New Delhi had no other alternative but to convey to Pakistan its inability to reopen the doors of talks if it does not stop export of terror. There cannot be any comprehensive dialogue with Pakistan as talks and terror cannot go together, External Affairs Minister Sushma Swaraj has said, but asserted that engagements such as track-two diplomacy and NSA-level meetings will keep taking place. "We had separated NSA talks from comprehensive bilateral talks as we said terror and talks cannot go together but talks on terror should be held. Under NSA-level mechanism, there are discussions on terror," she said while ruling out softening of India's position towards Pakistan. Swaraj also emphasised that there cannot be talks with Pakistan when the country was pushing terrorists to India and when funeral processions were taking place on the border. This means that Pakistan is not sincere about talks and its only worry is that if New Delhi resumed talks with Kashmiri separatists Islamabad could be sidelined and ignored. That should be the reason for Pakistan to goad separatists to support involvement of Pakistan in talks so that instead of bilateral talks it could be a triangular dialogue. Now it is a matter of a few months which are required to see whether Pakistan and the separatists are sincere about talks because the success of talks depend on the attitude of Islamabad and separatists. If the separatists and Pakistan demand a chunk of land from Kashmir talks may prove a failure. And if Pakistan feels that part of the undivided state of Jammu and Kashmir is with Pakistan as occupied Kashmir and it should feel satisfied with the results. And Farooq Abdullah is right in saying that whatever part of Jammu and Kashmir is with India it should remain part of the Indian territory and let occupied Kashmir be part of Pakistan. That is the only solution the vexed Kashmir issue. |
