Srinagar, June 25: With successive governments having failed to probe and initiate action against those blue- eyed officials who over the years were illegally appointed in various state owned corporations, mostly by the politicians, it will be interesting to see whether the new government will order fresh probe and set the wrong which have been done, right. Sources told Early Times that though over the years many probes were initiated to look into the illegal appointments made by the politicians in the corporations, but no action was done in this regard. Sources said that even various probe committees constituted by the elected governments were yet to submit the report. "Now, it will be interesting to see how the probe is completed at the earliest without any further delay," source said. He added that there will be no political interference now and that fresh probe will be initiated and completed at the earliest. Sources said that highly influential ineligible persons with political backing were appointed in government undertaking corporations by putting all the rules and regulations to the wind. It is to mention here that the government, in order to check the menace of illegal, backdoor appointment and re-employment had issued an order, wherein all government departments, PSU's and other organization were debarred for making temporary arrangements and the blanket ban was imposed on making illegal appointments and re-employment. It was also mentioned in the order that all the re-employment orders issued by various government departments are revoked with immediate effect. However as per the sources, the aforementioned order was not implemented in letter and spirit, rather the public sector undertakings had chosen to continue making re-employment and back door appointments. Sources told early times that even the list of illegal appointments in the corporations was very much available with the previous government headed by Mehbooba Mufti but none had shown the courage to act and set the wrong which has been done right. Sources said that on the directions of the political bosses, the Jammu and Kashmir cements limited over the years engaged hundreds of individual without following any specific recruitment method; similarly organization like Small Scale Industries Development Corporation has made huge back door appointments. It is also a known fact that, most of the corporations are in losses and heavily dependent on the government for paying salaries to the staff and carrying out their day today activities. Sources said that similarly was the case of some employees engaged illegally on contractual basis by then Managing Director (MD) State Forest Corporation (SFC) with the approval of the then Chairman. However sources said that these employees approached the court against their disengagement and court stayed the order. They continue to be part of J&K SFC. Sources alleged that Jammu and Kashmir Project Construction Corporation (J&KPCC) had appointed several individuals on various posts and they have been working till now. Even a good number of Engineers were engaged by Jammu and Kashmir State Power Development Corporation (J&KSPDC). These engineers are working in various projects across the state. Nothing is known about the procedure followed for their appointment," sources claimed. Sources also said that a huge number of employees were appointed in SRTC without following due procedure despite the fact that it is a loss making corporation and has been unable to return to the profits. What makes these appointments interesting is the fact that most of these employees who have been engaged on various temporary bases are working in different departments and performing altogether different roles. |
