Jammu, July 15: Despite spendind 1.5 lakh, SKUAST-K master plan remains incomplete. Moreover the monitoring aspect of various undergoing projects was overlooked widely by the University authority which has adversely affected their completion due to disinterest shown by the Planning Committee. Sources told Early Times that the main objective of the preparation of Master Plan was to ensure the best use of the land of University for infrastructure development and the decision in this regard was taken in 2011 by the authority concern. Subsequently the contract for preparation of Master plan was allotted to a firm at a cost of Rs 7 lakh. "The firm had prepared only an interim report along with set of maps indicating the existing site plan and the site analysis and Rs 1.5 lakh was paid to the firm for the job. Adopting laxity, the University neither issued notices to the firm for completion of the job nor was the task entrusted to any other firm," they said further adding that not only this even the non-monitoring of projects which was entrusted to Planning Committee not done sincerely. As per sources, the Planning Committee of the University was to monitor major projects including the University projects as a whole and had to issue guidelines on their observations and for this the Planning Committee was required to meet four times in a year. Against 20 mandatory meetings required to be held during 2011-16, only one meeting had been held during the period of five years. "Thus, monitoring of projects being implemented in the University had not been ensured and guidelines for planning of programmes for proper implementation had not been evolved," they informed. |
