Despite NC & PDP boycotting the polls Govt. determined to hold the elections | | |
Notwithstanding the two Kashmir centric political parties, the PDP and the National Conference, having announced to boycott the Panchayat and ULB elections the state Government is tough on holding the polls on schedule. The state Government led by the Governor is determined to complete the poll process so that the centre is able to increase financial aid to the state which could be used for various development activities.The state Government is not bothered by the upsurge in the incidents of violence and it has decided to retain all the 15000 security personnel, deployed to ensure protection to the recently concluded Amarnath yatra so that militants were to able to enjoy the upper hand. Even as two major political parties of Jammu and Kashmir - National Conference and Peoples Democratic Party - have announced to boycott the local body polls, Chief Secretary BVR Subrahmanyam has said that the elections would not be postponed. "There are multiple views. We have decided the elections will be held as per the schedule. There will be no change in the dates," the Government has said" Three weeks from now, we will have urban body elections. In the first week of November, we will have panchayat elections," the Chief Secretary added. The elections to the ULB are scheduled to be held in four phases between October 1 and 5 whereas the panchayat polls are scheduled to be held eight phases from November 8 and December 4.The Government seems to be least concerned with either poor polling or fair polling.Its concern iks to allow free and fair poll whether poor polling percentage could be exploited by the separatists. Whether the separatists or militants allow free and fair poll. They will try to create disturbances and in this connection the new police Chief has asked his officers to prepare a contingent plan so that neither the separatists nor the militants were able to disrupt polling. It is in this connection the Government should have implemented the Congress suggestion for holding the polls on non-party basis.This could encourage fence sitters to cast their votes in the Panchayat and ULB elections. Once the fence sitters were motivated to exercise their right of franchise it could lead to fair percentage of polling which may not give any excuse to the separatists to shout loud that people in Kashmir were not interested in following the Indian democratic functions. |
