Agriculture land converted into commercial plots in Hiranagar

hiranagar, Sept 14: Despite strict instructions from local administration, J&K Land Revenue Act, Agrarian Reforms Act and different sections in J&K constitution, Apex/ High Court's direction against conversion of agricultural land into commercial or other non-agricultural purposes continues across district Kathua including Tehsil Hiranagar. Hundreds of acres of agricultural land is being converted into non agricultural land .
As far as our state is concerned, under Section 133-A of the J&K Land Revenue Act, no agriculture land can be put to any other use. Under Jammu and Kashmir Land Revenue Act which came into force in 1939, there is a complete prohibition on converting of paddy or vegetable lands, floating fields etc into any other use. The second legislation viz. Jammu and Kashmir Prohibition on Conversion of Land and Alienation of Orchards Act came into force. The need for enacting the said legislation was to prevent the people from converting the paddy land into other purposes.
One such case came into light when 43 Kanal agricultural lands at Lower Chapakian tehsil Hiranagar near Chadwal is unabatedly being bifurcation into plots and sold at large scale. Property dealer forcibly paid margin amount to farmer and further selling the plots. Local people pointed out the conversion of land as a small nallha is flowed through that land which is the ultimate source of irrigation for down side areas. People appealed Revenue department to save the land to conversion that would prevent the cultivation on the land and provide irrigation.
Meanwhile the paddy crop is on the row in the field, a culvert is also constructed on the distributaries' without having the prior permission of concerned officers.
The Property dealer Pawan Kumar, direly informed that he has close association with revenue officers and nobody will take any action against him. He added that 400 mtrs front side has been sold out and few in back areas. He said that he has maintained all type of deal with revenue officers. He disclosed that they will pay huge amount to Tehsildhar Hiranagar as tehsildhar himself suggested us the way to sale/ conversion of the plot. ET team has verbal proof nexus of Property dealers and Revenue officers of Hiranagar tehsil.
When contacted to SDM Hiranagar Suresh Kumar, the officer ensured to verify the matter and illegal conversion will be prohibited and further added that a strict legal action will be initiated against persons involved in conversion of the land. He said on the direction of DDC Kathua, FIR will also be lodged against accused persons or tainted officers. Cancellation of illegal entry of state land into registry will also be in the pipeline, they assured.
