MC Udhampur's laxity causes loss of Rs 3.50 lakh

Jammu, Oct 1: The lackadaisical attitude of the Municipal Council (MC) Udhampur in cancellation of contract for erection of hoardings has caused a loss of Rs 3.50 lakh to the state exchequer.
Sources told Early Times that the contract for erection of hoardings for the period 2013-14 to 2015-16 was awarded in 2013 by the MC Udhampur to a company for an amount of Rs 15 lakh.
"The company was required to deposit 30 per cent of the bid amount at the time of provisional acceptance and rest of the amount in 10 equal instalments. In case of any default in making the due payments, the contract was required to be cancelled and re-auctioned as envisaged under clause 9 and 10 of terms and conditions of the tender notice," sources said.
They said that in 2015 that the company deposited the 30 per cent of the bid amount of Rs 4 lakh at the time of acceptance of the contract. The subsequent instalments were not deposited by the contactor as per the Notice Inviting Tender (NIT).
However, the company in 2014 deposited an amount of Rs 5 lakh representing five instalments through cheques which however bounced every time on presentation at the bank. Finally, the contact was cancelled in 2015 and Call
Deposit Receipt of the contractor amounting to Rs 2 lakh was forfeited, sources said.
They said that the contract, although required to be cancelled during 2013-14 due to non-depositing of the due amounts in time, was cancelled after a delay of more than 20 months. Thus against due amount of Rs 10 lakh, the company had paid Rs 6.50 lakh only which resulted in loss of Rs 3.50 lakhs.
