DC Kishtwar seeks asylum of CEO to justify his illegitimate transfer order | | | Asif Iqbal Naik Early Times Report Kishtwar, Oct 5: In order to appease his political bosses on whose directions Patwar Halqa Kishtwar was transferred, Deputy Commissioner Kishtwar has managed the approval of Chief Electoral Officer for the transfer of the Patwar Halqa Kishtwar Molvi Javed Iqbal after court stayed the main transfer order which was later also modified by the DC Kishtwar . As per the details available with ET, DC Kishtwar vide letter No. DCK/N/018/263-64 dated 27-9-2018 titled "Conduct of Local Bodies Elections, 2018--Transfers and postings of Patwaris-Permission thereof" Dy. Chief Electoral Officer Central Jammu and Kashmir accorded approval of the same on National Holiday I.e. 2-10-2018 (Gandhi Jayanti) vide letter No. CEO/Acctts/MCC/2018/136, three days after Jammu and Kashmir High Court stayed the order. It is strange that permission for transfers was sought after issuance of transfer orders. The Deputy Commissioner neither apprised the Chief Electoral Officer that he has already issue transfer order prior to getting approval nor about the interim direction of the Court dated 29.09.2018 whereby Court had stayed the operation of transfer order dated 25 09.2018. Moreover , according to Communication dated 02.10.2018 available with Early Times, the said approval has been given on 02.10.2018 which was a public holiday on account of Gandhi Jayanti. There are scores of complaint against the Deputy Commissioner Angrez Singh Rana of violating Model Code of Conduct with impunity in order to favour a particular political party. As reported by "Early Times", Vide Order No. ACDK/N/018/412-19 dated 25.09.2018 issued by Additional Deputy Commissioner Kishtwar on the directions of Deputy Commissioner Kishtwar Angrez Singh Rana, Patwari Halqa Kishtwar Molvi Javed Iqbal was transferred and in his place Fida Hussain Giri Patwari who was under transfer to Tehsil Officer Chatroo was posted as Patwari Halqa Kishtwar. The order was challenged before the High Court on various grounds including that the transfer order was effected by Deputy Commissioner Kishtwar in order to appease his political bosses of a particular party . The Court stayed the operation of transfer order dated 25.09.2018 on the ground of violation of Model Code of Conduct as no prior approval has been sought from Chief Electoral Officer before issuing the transfer order. |
