Independent winners will matter

After 1987, the state of Jammu and Kashmir is passing through a crucial stage and the Kashmir region is presently in turmoil due to the eruption of militancy particularly after 1989 and the pro Pak elements, Terrorists, Separatists and the Hurriayat Amalgamation were enjoying the patronage of the two regional political parties of the state - National Conference and PDP, over the civil administration and had all the free field to operate upon in the valley fearlessly without any restriction in giving the tough resistance to the security forces of the country which had been applied the brakes by the political stalwarts of the country for their vested interests to remain in power.
Now after the exit of the State Government led by the pro militant political party PDP led by the Chief Minister Mehbooba Mufti up to June this year, the people of the state have a sigh of relief from the Governor's Rule. The coalition Government of BJP and PDP was playing with the lives of the innocent people of the state. Many a times in the past, the former Governor of the state N.N. Vohra had directed the State Administration led by Mehbooba Mufti for conducting of the Municipal elections in the ULB and other Municipal Committes as also the Panchayats in the entire state of Jammu and Kashmir. But on the contrary, the State Government led by Mehbooba Mufti was tossing the issue on one pretext or the other. Not only this, the former Governor N.N Vohra had expressed his displeasure over the issue involved many a times but all in vain. With the change of guard in the state, the new Governor of the state Satya Prakash Malik after assuming power concentrated on this score and ordered for conducting the Municipal elections in the ULB and other Municipal Committes as also the Panchayats in the entire state of Jammu and Kashmir in a time bound manner.
Specific directions were imparted to the Chief Secretary and the CEO Shaleen Qabra by the Governor Malik Sahib in this regard. Complying with directions imparted to him by the Governor administration, Shaleen Qabra acted promptly and issued the required notifications and the election schedules immediately resulting which the first phase of the Municipal elections in the ULB and other Municipal Committees is completing on October 8 which stands already fixed as the Polling Day of these elections. Different dates for polling stand fixed for the other phases also and the entire process is on for ensuring the smooth conduct of polls in these Municipal bodies in the state in order to merit the liberal funding from the Central Government for the carrying on the civic affairs in the state without financial in adequacy.
This time, Municipal elections all over the state of Jammu and Kashmir are the noval one because of the reason that both the regional political parties of the state - National Conference (NC) and People's Democratic Party (PDP) who ruled this state in the past many a times, have boycotted these elections resulting which the candidates who have filed their nominations before their respective Returning Officers in the valley and in the absence of any other nominations stand already declared as uncontested ones. Both of these parties have demanded that the Union Government should clear its stand over the Article 35 A of the Indian Constitution first as also the hearing in this sub-judice case be held in the Apex Court after having the elected government in the state of Jammu and Kashmir.
Besides giving the top priority to the Law and order in the state, the Governor administration is presently handling the conducting of Municipal and Panchayat Polls in the state in a time bound manner. In Jammu region, this time well reputed candidates are in the election fray as the "Independent Candidates" and are giving the tough fight to the candidates who are contesting on the national political parties - Bhartiya Janata Party (BJP) and Indian National Congress (INC). Their election campaigns are very impressive in comparison to that of the candidates of these two political parties. They don't have any leaders but are in the fray on their own strength, reputation and goodwill of course. It is pertinent to mention here that whenever BJP candidates go in their Wards for election campaign, they are facing the resentment of the general electorates in their respective areas due to their non performance during the four years when they were in power in the state in coalition with the pro militant political party PDP.
Feeling the pulse of the electorates in the Jammu region, RSS workers are going in the field to convince and motivating the people in favour of the BJP candidates but they too are feeling helpless, on this score and feeling disturbed very much. All over the country, the resentment against the Union Government is brewing speedily due to the dictatorial attitude of PM Narender Modi. Like wise it has effect in the state also. But the major reason in this state is that BJP cabinet partners with Mehbooba Mufti have not delivered any thing positive for Jammu region rather they added fuel to the fire in increasing much discrimination with the Jammu region by the Coalition Government in the state from March 1, 2015 to June 19 this year when the Governor Rule was imposed in the state effective from June 20. On the contrary, INC leadership in the entire state is working day and night to motivate the electorates in their favour.
BJP may win 11 -16 JMC Corporator seats from the Jammu city whereas they would be drawing a blank almost in the outskirts. This is because of the reason that whatever the Jammuites could get, was due to the hectic efforts of the J&K HC Bar Association as also of the JCCI as the BJP leadership was sharing the power in the state of Jammu and Kashmir with support of pro militant PDP under the Chief Minister ship of Mehbooba Mufti during the last four years and were enjoying the good and attractive perks. They were winning the JMC elections in the past as the total cake walk as they were the sole representatives of Jammuites but this time, it was a herculean task for them for fetching even 20 Corporator seats out of 73 in JMC. Based upon the various reporting's from the political circles, the following position of the Corporators in JMS is likely to emerge:-
Independents - 20 - 23
BJP - 17 - 19
INC - 26 - 28
NPP - 04 - 08
Others - 06 - 07
The captioned position reveals that no political party would be able to command the command and control of JMC resulting which there is a conclusive presumption that the presence of the Independents would certainly matter much in electing the Corporator for the prestigious post of Jammu Mayor. This means that the general masses being fed up from the political parties, they are likely to vote in favour of the Independent candidates this time. It was entirely a foolish act of the main two regional political parties of the state - NC and PDP for boycotting the Municipal elections in the ULB and other Municipal Committes as also the Panchayats in the entire state of Jammu and Kashmir. In a parliamentary democracy, the participation of the political parties in the elections is must because of the reason that these were the small segments and parts of the democratic system in the country. It was rather deplorable the that instead of contesting these elections they started dictating the terms to the State and Central Governments mindlessly. Theirs this action, acted as a Decadron for the pro-Pak elements, Separatists and Huriayat Amalgamation in the valley.
