Comedy of errors on SFC website

Srinagar, Oct 25: Millions of rupees are allocated to Information Technology (IT) Department in J&K every year , but it seems things are moving from bad to worse as official websites of Government and Semi Government organizations in state are not even updated for months and even years. The officials deputed for the job get handsome salaries and dent the exchequer.
Details available with Early Times reveal that official website of J&K State Forest Corporation www.jksfc.jk.gov.in is in a pathetic state. In its Board of Directors column all the obsolete information is still available and the officials / agency who are supposed to update the website have not bothered to refresh these webpages from last several months. Rajiv Jasrotia who was appointed as Forest Minister during previous cabinet reshuffle continues to be Chairman of Board of Directors, similarly Zahoor Ahmad Mir who was MoS Forests is Vice Chairman, MLC Yasir Reshi and Dina Nath Bhagat MLA are SFC's Directors. All the people no-more hold any official position in SFC after BJP took back its support from PDP several months back.
" It seems that Managing Director, GM or other top officials of State Forest Corporation do not even open their own official website. Had they been doing so they would have otherwise noticed the fault. This website is not only a comedy of errors but by not updating the website SFC is also violating the section 4 of J&K RTI Act 2009 as well , wherein pro active disclosure of information is to made through official website and updated at regular intervals. This is not the case with SFC website only but 80 % of official Govt / PSU websites are in shambles. We seek intervention of State Chief Secretary and State Information Commission (SIC) " said Dr Raja Muzaffar Chairman JK RTI Movement
As reported earlier also new DC office complex in Budgam is operational from last almost 3 years , but the Planning and Development department Budgam has posted an old picture of the building on its official page of district website when the building was under construction. The photo seems to have been posted way back in 2014 on DC office website and till date nobody from District Informatics Office has bothered to update the website.
The official website of District Budgam Planning wing www. budgam.nic.in/planning.html has no information except the photograph of Chief Planning Officer (CPO) and few pictures of some under-construction that includes new DC office complex which is now functional from last more than 3 years. The website has no other information available. All the pages on the website like District Profile, Plan , RTI, contact us, orders / circulars when clicked has no information available. When these pages are clicked, a message comes on the screen "page under construction". District Informatics Officer Budgam Mohammad Rouf who is a Scientist E has not found time to update the page of Planning Department. In addition to it many officers who have been transferred from the district or sub divisions of Budgam continue to be working in the district as per the information available on website. The who is who column of the website (DC office planning section ) shows "under construction" from last several months.
For five years former Chief Information Commissioners (CIC) G R Sufi and Khurshid Ahmad Ganai struggled to get Government record digitized and updating the same on official websites of various public authorities but in-spite of their struggle , the voluntary disclosure of Information remains a challenging task for the State Information Commission (SIC). Pertinently RTI Movement has even filed a PIL on implementation of section 4 and section 23 of J&K RTI Act 2009, but most of the DC offices and directorates have provided misleading and incomplete information even to the high court for which counter response will be submitted by petitioner organsiation during the next date of hearing.
