Bizarre! AEE gets drawing & disbursing powers in PWD Marwah

kishtwar, Nov 1: In a glaring example of misuse of powers, the Financial Advisor/Chief Accounts Officer in Public Works (R&B) Department has assigned drawing and disbursing powers to an in-charge Assistant Executive Engineer (AEE), Special Sub Division Marwah, the power otherwise to be exercised by the Commissioner Secretary Finance/Principal Accountant General.
As per details available with Early Times, the Commissioner Secretary to Government Public Works Department (R&B) Department, vide order No. 107 PW9R&B) of 2018 Dated 26-2-2018 vide endorsement No. PW(R&B)/G/41/2012-II issued the politically backed order stating: "Pending positing of an in-charge Executive Engineer in R&B Special Sub Division Marwah, Mohammad Aslam I/C Assistant Executive Engineer (Civil), R&B Division Marwah shall look after the work of R&B Special Sub Division till further orders."
The I/C AEE, who is junior most among the AEEs featured in seniority list, has been given the said charge due to being close to then PDP-BJP government.
This AEE, according to the sources, is posted in Marwah and Warwan area for last more than 25 years and before shifting his loyalty towards BJP he was considered close to National Conference.
The political apathy with regard to the adjustment of blue eyed officials could be gauged from the fact that within the weeks after being posted as I/C AEE of Special Sub Division Marwah, the Financial Advisor/CAO, Public Works R&B) department vide communication No. PW(R&B)G/41/2012 Dated 7-03-2018 address to District Treasury Officer Kishtwar, Treasury Officer Marwah, Kishtwar, Subject "Authorization of Drawing and Disbursing Powers" stated that "In response to Government Order No. 107 PW9R&B) of 2018 Dated 26-2-2018 whereby Mohammad Aslam I/C Assistant Executive Engineer (Civil), PW(R&B) Special Sub Division Marwah has allowed to look after the work of R&B Special Sub Division Marwah, pending posting of Executive Engineer. In this regard, the undersigned is directed to convey authorization for exercise the powers of Drawing and Disbursing officer to Mohammad Aslam I/C Assistant Executive Engineer (Civil), till he holds the working of the said special sub Division".
The sources told the Early Times that the said officer has used his power beyond his jurisdiction and was involved in some murkier deals which need to be probed.
The whistleblower urged the Governor Satya Pal Malik to look into the matter and order a probe into all transactions during the tenure of this politically influential AEE who not only climbed to the top despite being the junior most but also managed to get the drawing and disbursing powers in violations of the rules and regulations.
