Jammu, Dec 22:The School Education department of state has failed to utilize Central Sponsored Scheme(CSS) as Central Government has been approved a total of 52 percent civil work under RMSA since inception if the scheme but astoundingly till date the department has completed only 23 percent works. Reliable sources from SED informed Early Times the overall completion of the approved civil work in the state is only 52 percent where as 28 percent civil works are in progress while 20 percent works have not yet started. Due to delay in starting the works initially and later, the progress in construction work is very slow. Sources further said that the poor performance of state education department in completing the construction work of newly upgraded schools approved under the scheme. Out of 636 new schools approved under the scheme only 153 have been completed which is just 23 percent of the total schools besides work on 225 schools is yet to be taken up. Under strengthening of secondary schools 45 percent of works are yet to be taken up by the department. "Given the present outstanding committed liabilities of Rs 394.10 crore under non-recurring head MHRD has expressed concern over the general backlog of civil works in the State and slow progress in completing these works. It is the significantly limits the capacity of the State to upgrade new schools", sources said, adding that besides dismal performance in execution of civil works the school education department has failed to fill up the posts in newly upgraded secondary schools as well. MHRD has quoted unified District Information System for Education (UDISE) which has revealed that only 58 percent posts of teachers have been filled up in the upgraded schools of Jammu and Kashmir. As per government date 2149 teachers are in position against 3682 approved. 42 percent of posts of teachers are still lying vacant so far. The state government had to face embarrassment over its dismal performance in making newly approved Secondary Schools functional under said scheme. The union government was dismayed over the poor performance of JK State as J&K report card was below average. Sources further said that the school education department was yet to make 110 newly approved Higher Secondary Schools functional. Of 636 new schools approved under the scheme around 110 secondary schools are yet to be made functional. It is concern over zero performance of government in implementing the 'Girls hostel Scheme' in JK state. Out of 68 hostels approved no work has been taken up by the State. Repeated calls to Secretary to School Education Ajeet Kumar Sahu, was not available for comments. |
