Bungling in selection of GMC faculty, Vigilance/Crime Branch pursue case

JAMMU, Dec 25: The Vigilance, as well as the Crime branch, are reportedly pursuing two cases, one is forger/tampering in the mark sheet of one candidate for the post of Assistant professor and other is a complaint for alleging gross misappropriation in allotting various developmental works.
Pertinently, ET had reported that the Sycophants were not leaving stone unturned to ruin the Government Medical College Jammu and continue to do some administrative blunders that ultimately damages the carrier of the 'Bosses' under whom they get such grooming just to encroach upon administrate, financial as well as clinical fields and compel the administratively weak institutional heads to commit blunder.
If sources are to be believed, Vigilance and Crime branch have become active in two case, one is forger/tampering in the mark sheet of one candidate who appeared for the post of AP in PSM Department of GMC Jammu and other is a complaint by one Sushant Kouchar alleging gross misappropriation by the institutional head in allotting various developmental works to undeserving.
In first case the SIC had observed in its interim judgment dated 22-05-2018, vide its decision No: SIC/J/A/239/2018, "The appeal came up for hearing before the SIC today on 22-05-2018. The hearing was attended by the representative from the respondents and the appellant. In pursuance of directions by the commission given vide its interim order dated 16-4-2018 the PIO has filed written statement indicating that the appellant was not considered for selection on account of her ineligibility for want of two year's demonstratorship. It has also been submitted that the expert and the concerned HOD were of the contrary opinion regarding the eligibility of the candidate during the interaction/interview and they recorded their marks on the award/mark sheet. However, Commissioner Secretary Health & Medical education being the Chairman of the Committee along with Principal, Government Medical College, Jammu took the final call declaring the appellant as not eligible. The PIO also produced a copy of the award sheet signed by Dr. Dinesh Kumar, HOD Medicine and expert, Dr. V.K.Bhan of Batra Hospital. In this award sheet, the expert Dr. V.K.Bhan has in the remarks column declared Dr. Bhavna Sahni selected with "8" marks out of "10". In the award sheet of Dr. Dinesh Kumar, there seem some interpolations.
It appears that he had awarded "7" marks out of "10" to Dr. Bhavna Sahni but there has been some overwriting in the marks Column with insertion of word 'N'. in the remarks column, the word 'N.E' also sees to have been inserted afterwards as the marking/handwriting seems to be different than other entries in this award sheet. This has cast serious doubts about the genuineness of the markings/entries in the award sheet of Dr. Dinesh Kumar. In the interest of justice, it is, therefore, necessary to call for the original award sheets of the interview held on 21-04-2017 in respect of Dr. Bhavna Sahni. Apart from award sheets of Dr. Dinesh Kumar and the expert, the award sheets prepared and signed by Commissioner Secretary Health & Medical Education and Principal GMC Jammu also needs to be called for perusal by the SIC. The appeal is adjourned. The PIO is directed to produce original record with respect to interview held on 21-04-2017 in respect of Dr. Bhavna Sahni for the post of Associate Professor in Department of Community Medicine, GMC, Jammu in the shape of award/marks sheets prepared and signed by the members of the selection committee on the next date of hearing i.e 25-06-2018."
In another case one Sushant Kouchar vide his complaint dated; 19-7-2018 addressed to SSP Vigilance and Crime Branch labeled serious allegations against the institution head and his coterie and vide Principal Secretary H&ME, G.O No: 569-HME of 2018 dated 12-10-2018 in reference to AIG (Policy) Director of Vigilance L.No: VO-Med-G-45/18-13664-A dated 07-09-2018 appointed Director Finance Health & Medical Education Department as Inquiry officer. The inquiry report is yet to come.
It has been learnt that due to administratively weak institutional heads, some over-ambitious sycophants go on misguiding the institutional heads who in turn commit blunder after blunders and get trapped. This is not only the personal loss to the institution but to the society as a whole as GMC is a tertiary centre catering to needs of about 70 lac population of Jammu Divisions. Anarchy in the institution affects patient care badly. Will the Governor's administration act swiftly and clean the rotten system in GMC & Associated Hospitals in the larger interest of medical teaching and patient care.
