Marwah DDOs under scanner for withdrawing salary of absent employees

Kishtwar, Jan 6: A major scam involving withdrawal of salary of absent employees by the DDOs in Marwah area of Kishtwar district has surfaced.
Reports said hundreds of government employees posted in the Marwah sub-division have been withdrawing their salary through Drawing and Disbursing Officer,s (DDOs) without attending their duties for years together, thus putting the role of DDOs under scanner.
Informed sources told early Times that majority of the DDOs were charging some amount from the employees posted in the Marwah Warwan and Dachhan Tehsils of Marwah Sub Division for release of the salary.
The sources said that some of the DDOs posted in these areas turn millionaire by charging 20-30% salaries of the regular employees while in case of some employees, 50% amount of the total salary is being charged by the DDOs and majority of them are said to be the female employees.
The sources said that the irony of these areas is that they mostly remain cut off from rest of the state during winter season beside these areas also lack communication and it is very difficult for the employees to survive in these areas due to harsh weather as well as non availability of electricity and communication in the area.
The sources said that non availability of accommodation is another problem in the area, particularly during winters as a result of which majority of the employees posted in these areas prefer to pay part of its salaries to DDOs instead of attending their duties.
Meanwhile the residents of Marwah, Warwan and Dachhan of Sub Division Marwah of Kishtwar District calls on the Governor Satya Pal Malik to intervene into the matter for making government offices in Marwah Sub Division functional at Sub Division headquarter as same are functioning from District Headquarter Kishtwar and virtually make it of no use for the poor people of this one of the remotest area of the state of Jammu and Kashmir.
Speaking to "Early Times", the angry people hailing from different areas of Marwah Sub Division showed resentment towards the administration and the government for their failure in addressing the long pending issues and demands of the people of the area having population of more than 50000 souls.
Political and social activist Abdul Wahid said that absenteeism culture and non existence of government offices sanctioned for the area are the major concern for them and demanded that government should fix the time frame for addressing all the issues and problems faced by the people of Marwah, Warwan and Dachhan.
Locals said even though created a special post of Area Development Officer for Marwah some eight years ago and later gave the status of Sub Division to Marwah few years ago, but neither Area Development Officer or SDM,s attended its office at Marwah and instead preferred to stationed at Kishtwar which is more than 120 KM from Marwah.
They have urged the Anti Corruption Bureau to look into the matter.
