Inert to transfer policy, over two dozen KAS officials stationed at Civil Secretariat for 10-15 years | | | Early Times Report Jammu, Feb 1: A group of over two dozen Kashmir Administrative Service (KAS) have been stationed in the civil secretariat for the last over 10 to 15 years, shuttling between few of their favourite departments within the main building of secretariat including Chief Secretary office, Home department, Finance, General Administrative Department, JK Public Service Commission and Service Selection Board (SSB) in total violation of transfer policy. Sources in the Civil Secretariat informed Early Times that over two dozen officers have made a pool and manipulate all the transfers and other functioning of the departments. "They have stuck to the posts in important decision making departments and whenever it came to their transfers they changed their positions between the above mentioned departments", an official said. The official further stated that some of these KAS officers had never served in any far flung area of the state. "Some of these officers have so strong relations with politicians across the party lines that after getting their first posting in Civil secretariat, they got many promotions in the same department, managing the departments with the blessings of the politicians", sources said. Sources further disclosed that these officers were also very helpful to the politicians and provide them various types of benefits by manipulating even the selection process of gazetted as well as non-gazetted officers by being on important positions in recruitment agencies. "The transfer policy of the state government might be implemented on the non-influential officers but these officers are untouched by the transfer policy", sources said, adding that they were close to administrative officials as well as politicians, so enjoyed their stay at civil secretariat. Pertinently, Governor Satya Pal Malik had also acknowledged that there were some officers, who have been stationed at Civil secretariat for the last over 10-15 years without any break. Even Governor had also blamed these same officers for large scale corruption in various schemes and responsible for unnecessary sitting on files for days together. The Governor administration should evolve a mechanism according to which all the record of the officials including their stay on particular post, transfer, posting, should be uploaded online to bring transparency in the system. The list of overstaying officials at the Civil secretariat must also be made public. |
