Poor quality patchwork on Qazigund-Kulgam road exposes R&B Deptt | | | Saahil Suhail Early Times Report Qazigund, Feb 27: The poor quality material that was used to fill potholes and pits on Qazigund-Kulgam road has come off. The patchwork on the road was done five months ago by the R&B department at a cost of Rs 29 lakh. According to details available, the poor quality patchwork on Qazigund-Kulgam has left the department red faced as at most places potholes have again resurfaced and the road has again became bumpy. Documents accessed by Early Times reveal that on 30th of July last year, R&B Qazigund division floated tenders for filling potholes and pits on the road. Two construction companies M/S Highway and Khanday infra participated and offered bids higher than the estimated cost (30 Lakh). The contract was then finally allotted to M/s Khanday at a cost of Rs 29 Lakh after negotiations. However, sources revealed to Early Times that in the month of August contractors started executing the work but officers of R&B department at Qazigund allowed the use of poor quality material. "Potholes were filled with a layer of tar and in the month of December it started coming out," they said. The standard procedure is that the irregular potholes are to be cut in rectangular or square shape before filling them but this wasn't done," they alleged. "The poor drainage leads to accumulation of water on roads and eventually washes off a patch or leaves the road with potholes. There has to be more stringent quality control, especially with regards to the construction material used for building roads," a R&B department official, who wished not to be named said, however, he said that patchwork should at least remain effective for at least one year or more. Sources also claimed that the department has also spent lakhs of rupees in 2017 for patchwork on the same-Qazigund-Kulgam-road. "Each year they float tenders to undertake patchwork on this road," they added. Executive Engineer, R&B Division Qazigund, Basharat Jaleel when contacted blamed this year's snowfall. "Due to snowfall road again developed potholes and pits and we are going to prepare estimates for filling these potholes again," he said. He said that patchwork on roads doesn't carry any guarantee or warranty period as it is temporary restoration measure. |
