Transfer industry runs unabated in Agriculture Department
Influential calling shots, get modification of transfer orders within week

Jammu, Apr 28: The transfer industry continues to churn even during Governor’s rule and in a latest example, over three dozen officials of Agriculture Production Department (APD) have managed modification of their transfer orders within a week of their transfer.
As per transfer and modification orders issued by Agriculture Production department, the copies of which are with Early Times, over 165 officials of the department were transferred just few days before the imposition of Model Code of Conduct (MCC). Some of these orders include order number 60, 61, 62 Agri of 2019 dated 1/3/2019 and 68 Agri of 2019 dated 7/3/2019.
While red flagging the inadvertent orders, the Executive Councilor of Kargil vide letter number LADHC4/EC/HRAFC/PS/18/415 dated 2/3/2019 had directed to Deputy Commissioner Kargil and Chief Agriculture Officer Kargil not to implement the transfer orders till further orders.
Some of the transferred officials, who have managed the modification of their orders, include RS Jamwal-SDAO Marh and Ashwani, who had been transferred to Kishtwar and Dharmari respectively vide order number 57/Agri of 2019 dated 22/2/2019 but within a week their transfer orders have been modified and were brought back to Jammu.
Similarly Raman Kumar Gupta SCA Dyalachak, RC Thusoo SCA, Virender Dogra SCA, Aman Jyoti SMS-III transferred vide order number 60 Agri of 2019 dated 1/3/2019 all were brought back to their previous posts after only a week, with the modification of orders vide government order number 68 Agri of 2019 dated 7/3/2019.
Moreover, Sashi Kant Sharma Assistant Soil Conservation Officer Poonch was transferred as Assistant Engineer Chinore vide government order number 61 Agri of 2019, dated 1/3/2019 but again this order was also modified on 7th of March vide order number 68 Agri of 2019 and was posted as aSCO Rajouri.
Sources disclosed that the posting of gazetted officer in Command Area Development (CAD) is on deputation basis from parent department (Agriculture) for a maximum period of three years and during popular governments also an officer was brought back to CAD unit only after serving for 2-3 years in some other unit. "But Firdous Ahmad Tak (ASCO-RRD-CAD Jammu) had already worked in CAP Jammu under different capacities. He had worked for 8 years in CAD Jammu including three years as SCA Supwal and five years as ASCO Sarore", sources said, adding that despite spending excess time at CAD, he was again offered choice posting of ASCO-RRD-CAD, which was in violation of deputation rules.
Tak was posted as ASCO-RRD-CAD in place of Ashok Kumar Malhotra, who was transferred to Rajouri district but is on verge of retirement on 30/9/2019 but was prematurely transferred after one year and two months.
Mukesh Khajuria DAO (Extension) Rajouri who was transferred to Rajouri vide government order number 40 Agri of 2018 in February 2018 but was brought back to Jammu as ASCO-CAD Jammu vide government order number 61 Agri of 2019 dated 1/3/2019, after only one year.
The aggrieved officials have appealed Governor Administration to take cognizance of the violations and put a halt to the transfer industry by breaking the nexus of influential officials
