Avinash Azad Early Times Report Jammu, June 14: More than 300 Inspectors in J&K Police promoted as DySPs against available vacancies are on own pay and grade (OPG) for more than a decade, even as several officers have retired or died without being confirmed as DySPs. After Thursday's promotions of 19 Inspectors as DySPs the number of officers promoted on OPG bases has crossed 300, as the discriminatory attitude of government is depriving these officers of their genuine right since 2003. According to a senior police officer, those who were directly recruited as Dy.SPs (JKPS 2004) batch have been promoted to the rank of Superintendent of Police. "But it is contrary to established rules that around 300 inspectors promoted as DySPs in 2003 are still on OPG", the officer said, adding that in each order government clearly mentioned that "placement of Inspectors as incharge DySPs in their own pay and grade, with benefit of charge allowance, as admissible under rules, for a period of six months or till the posts are filled un on the regular basis on the recommendation of DPC/PSC whichever earlier." Paradoxically, it has become a toll of victimization of these officers since 2003, said an officer who is on the OPG for last seven years. "Why do they shy away from conducting DPC or referring the case to PSC for confirmation", asked that annoyed officer, adding that the government was not only cheating them but also violating its own guidelines by creating unlawful barrier. "Due to the step-motherly treatment with us, last four unconfirmed DySPs got retired, four more will retire this year, and 17 by the end of 2020", they said and added that if they were promoted against the available vacancy, they fulfilled their mandate, then why are they being deprived of their rights. Over a decade later, the promoted Dy.SPs are waiting for confirmation of their elevation. "In 1990, when state was reeling under peak militancy, 250 Sub Inspectors were recruited, were imparted specialized training at Nimuch CRPF training centre and BSF Academy Takenpur (M.P.)", sources said, adding that the officer of that batch, after basic training were posted in various districts. "They fought against militancy throughout the state, and many amongst them sacrificed their lives during anti-militancy operations in Kashmir Valley as well as Doda, Kishtwar, Rajouri and Poonch districts", they added. "The officers further got promoted upto the rank of Dy. Superintendent of Police in 2002-04, but in OPG", sources said. "We are being discriminated against by the department", said an officer, adding that those who were directly recruited as Dy.SP in 2004 have been promoted to the rank of Superintendent of Police but the officer who were promoted in 2003 or later from Inspector to Dy.SP in OPG have not been confirmed so for. "This is totally unfair, injustice and step motherly treatment with the promotee Dy.SPs", the officer said, adding that a lobby of IPS and KPS officers in department is victimizing the promotee inspectors. Principal Secretary, Home Shaleen Kabra did not respond to call for government's version on the issue of these officers. |
