Jammu, Oct 3: The Jammu and Kashmir administration has expressed serious concern over the dilatory mode of functioning and making plethora of the state funds lapse- approved in actual for the upliftment of women at large.
The much hyped Women Entrepreneurship Program (WEP) was launched in March 2010 by the then government, claiming that the priorities of his government would be to address the woes of women in the state who continue to bear the worst brunt during the past decades.
It was also made public amid much speculation that a comprehensive program would ensure that atleast 50 thousand jobs would be given to the needy women of the state.
Ironically, reports informed that due to Omar's non- serious approach, against the target of 50 thousand jobs, the scheme could not fulfil even 10 percent of the requirement, hence leaving the destitute in lurch once again.
Sources privy to this development told Early Times that such was the casual approach of the then chief minister that there were no guidelines issued for Women Entrepreneurship Program and hence it met the same fate like several other government run programs met due to official apathy and erratic approach of the helmsmen.
Reports informed that the program was launched in March 2010 claimed to provide grant of loan to women entrepreneurs through JK Women's Development Corporation. The scheme envisaged to provide direct loan facility upto three lakh rupees at a a low rate of 6 percent of interest to the applicants within the age group of 18 to 45 years with minimum qualification of Matriculate for specified trades. The scheme was funded by the social welfare department up to 2011-12 and thereafter by the Labour and Employment department. "This is height of non- serious approach of the past helmsmen in Jammu and Kashmir as there wasn't any serious effort made to empower women even when the central government had allocated lots of funds for the propose and had even categorically asked the then state government to utilise the funds to the fullest. One wonders why the funds were kept unspent and made to lapse without any remorse," said an official.
Reports maintained that the scheme set the target of generation of 50 thousand jobs on establishment of 50 thousand units within a period of 5 years. Much to the disappointment, against the target of 50 thousand jobs the scheme could generate around four thousand jobs. This clear blunder of official apathy took place mainly due to the reduction of funding during 2009-14.
Also, reports informed that the financial management of the scheme was also found deficient. An amount of 6.50 crores was released to the corporation which remained unspent and no guidelines of the scheme were issued.
