Jammu, Nov 9: The seriousness of the previous regimes in providing succour the migrant families of Jammu and Kashmir against whom militancy in the region wrecked havoc is well reflected by the official documents that reveal how thousands of crores of central grant was made to lapse with least benefit provided to any affected family. Senior officials in the administration told Early Times that the measures taken by the past governments vis-a-vis proving relief to the Kashmiri migrant families was meagre and inexplicable in nature. It was informed further that even when central grant of thousands of crores was being kept at the disposal of the state governments, not much was being used on the ground, thus leaving the already strife-torn households in lurch. Documents reveal that in November 2015, a special package for the Jammu migrants was sanctioned by the Government of India via Prime Minister's economic package that was announced for the Jammu and Kashmir at large. Out of the total amount of 80K crore rupees, Rs Thirteen Crores were kept for the rehabilitation of the Jammu migrants. However, as per the official figures, not even a single rupee has so far been spent on the ground for the purpose. Such a situation has taken a lid off of the claims being made by the helmsmen that there wasn't any stone left unturned to ensure the upliftment of the downtrodden in the society. In the year 2018, the then Union Home Affairs Minister Rajnath Singh showed his concerns for the migrants of Jammu, who were displaced from Kashmir and announced to increase their relief funds to 30 percent. "The relief given to Kashmiri and Jammu migrants was increased to Rs 10000 in the year 2015. Now we have decided to give 30 percent hike. This amount will be increased to Rs 13000 per family per month," said Singh. Pertinent to mention here that most of the Jammu migrants who bore the brunt of militancy in the past are even at present taking shelter at Talwara camp. The camp has over 2,200 families, who had fled their homes in Reasi, Udhampur, Doda, Rajouri and Poonch districts during the height of militancy in Jammu region in the 1990s. The people at Talwara camp still continue to live without basic amenities despite a Supreme Court ruling in 2004. The number of such families was estimated around 57000. Most of the families got settled or sought refuge in and around Jammu city and some in the other states of the country. Uprooting of such families from their homes and hearths as a result of the turmoil in the valley caused an all-round upheaval leading to various unfortunate developments at the state, national and international levels. In order to look after the welfare of such families who had to leave the valley in difficult conditions leaving both movable and immovable property behind and to meet their day to day requirements, the state government created the Relief Organisation for looking after such families and to provide them immediate relief such as Cash Assistance, Free Ration, Shelter etc. |
