HED’s alleged inaction to revoke stay triggers resentment | Engagement of academic arrangement teachers | | EARLY TIMES REPORT
JAMMU, Mar 21: The annual engagement of academic arrangement teachers in Government Degree Colleges (GDCs) has come under scanner as the eligible candidates have alleged inaction on part of Higher Education Department in revoking the stay secured by over 600 candidates from Kashmir region for their continuation. The Higher Education Department engaged over one thousands contractual lecturers during every academic session in over 100 government degree colleges of Jammu and Kashmir region. Though applications from the eligible candidates have been invited every year but during in the year 2019, HED had extended the tenure of all previously engaged academic arrangement teachers, including around 600 who had secured stay on their engagement in colleges, due to imposing of Model Code of Conduct on account of parliamentary elections in the valley. “These 600 academic arrangement teachers were given extension up-to to 31 July 2019 after which they were disengaged but in the current academic session in February 2020 onwards, when some status-quo candidates were not allowed by respective college principals to take classes, they knocked the door of court and got instructions to the Principals”, sources said, adding that at present the term of status-quo faculty members have been extended up-to March 2021. Sources said that majority of these candidates were from Kashmir division leaving no space for Kashmir based eligible candidates, who were forced to turn towards Jammu based colleges, thus increasing competition in Jammu region colleges. “There seems to be settlement between the officials of Higher Education department and status-quo candidates as the department was not pursuing their case in court aggressively and appeared not to be in favour of revocation of stay as it would also hurt their interests as well as 600 candidates”, the other candidates from Kashmir valley alleged, adding that there were many candidates in the list, who have low merit but getting opportunity to teach in colleges, while candidates with higher degrees didn’t find any place. They further alleged that extension was given to these status-quo candidates without scrutinizing their merit and other research and teaching credentials. “A person not having PhD, SET/ NET is teaching in higher education colleges currently whereas those who have all qualifications as per UGC guidelines are compelled to sit at home idle, which speaks lot about injustice meted out to deserving candidates”, they alleged, adding that HED has made mockery of meritocracy in Kashmir division colleges. |
