POONCH, June 16: Can a Kashmir Administrative Services (KAS) officer force any subordinate to violate Disaster Management Act? No, but a senior KAS officer in Poonch is allegedly forcing his subordinates to perform their routine duties in Red Zone areas whereas District Magistrate (DM) Poonch has issued a circular in which said, “any type of movements in Red Zone areas is prohibited and violators may booked under relevant sections of law”. Jhulas is one of the areas which has been declared red zone by DM, but the CDPO Poonch is forcing his employees to perform their duties and collect data within a day. In an official whatsapp group of ICSD project Poonch, the said officer used unparliamentary language against his female subordinates who is looking helpless in this matter. Employees of the project expressing their helplessness said, “Policemen deployed in red zone areas don’t allow them to enter the restricted part without the DM’s permission whereas their officer is compelling them to perform duties” which seems impossible during these conditions. If any type of movement in red zone areas is prohibited, then how can we move among these areas? they asked. They further said, “The officer has threatened us to take action against us which is uncalled for keeping in view the present circumstances”. They have appealed to Lieutenant Governor to intervene in the matter and provide some relief to them.
