Govt to re-examine past reports on Dal Lake deterioration
Lack of coordination between departments draining thousands of crores

Jammu, July 24: Jammu and Kashmir government is once again examining the findings of the committee that was constituted earlier to probe the pathetic condition of the Valley’s famed water body- Dal Lake. The committee in question formed by the government earlier to look into the deterioration of Dal a few years back had concluded that lack of coordination between three government departments was affecting the health of the lake. The committee had submitted in its report that there was no coordination among the departments regarding bifurcation of sewerage and drainage system and that the effectiveness of the cleaning operations remained severely affected.
It was also stated in the report that the lack of coordination between departments in dealing with financial matters regarding the Dal works due to which bulk of money released for the purpose was wasted.
The government as per the reports is once again reviewing the findings and is set to reexamine the observations and points raised by the committee. “The lack of coordination between various departments has been acting as a major impediment in preserving such an important water body. Instead of coordinated and unanimous efforts in saving Dal, there are reports that the departments were fighting with each other on the allocation of the funds released otherwise for Dal conservation,” says an official privy to the report.
Under various state and centrally sponsored schemes, thousands of crores of rupees have been pumped into the lake’s protection.
Under the Central Sector scheme, MH 3435, Rs 191 lakhs have been spent on Dal. The breakup of the expenditure informs that Rs 34 lakhs have been spent on sewage treatment works while Rs 115 lakhs on catchment management works. Further Rs 27 lakh, the authorities claim to have spent on the infrastructure.
Under another scheme under the umbrella of the state sector called MH4217 and the amount spent in 2014 on the protection of Dal by this scheme was 578 lakhs.
Through the Prime Minister’s reconstruction program called PMRP, the state government claims to have spent Rs 2 crore in just one year alone. The state authorities claim that they have spent this amount on acquisition of land within Dal.
As the illegal constructions see no end around this world famous lake, the government claims that it has spent Rs 1.5 crores on rehabilitation and resettlement of people living around the lake.
In similar fashion Rs 2.72 crores have been used over what the government earlier claimed de-weeding and cleaning of channels around the lake. 1.65 crore was shown as an expenditure incurred upon administrative affairs.
Rs 91 lakhs have been used through another scheme in one year called B.S.U.P-JNNURM. Rs 89 lakhs have been spent on sewerage system and two lakh on rehabilitation.
Rs 133.57 lakhs have been spent under Urban Local grant in the year 2014 by the state authorities. Rs 1.32 crores were given away as the salaries for the staff while the remaining amount was shown as the expenditure upon the telephone bills of babus.
