Anantnag, Aug 25: In a shocking revelation, the authorities at Municipal Committee Frisal in South Kashmir’s Kulgam district have withdrawn Rs Eighty thousand (Rs, 80,000) from state exchequer for preparing a map showing the jurisdiction of municipality.
Knowledgeable sources revealed that Executive Officer Municipal Committee Frisal handed over the task of preparing a map showing the jurisdiction of municipality to one her trusted employee last year.
“The employee engaged an agency without following the laid down procedure and got the map prepared,” they said, adding the Executive Officer released the amount without seeking approval from the Directorate. Sources said that the municipal authorities not only violated the norms by allotting the work to some agency without inviting dasti quotations but also paid him a hefty amount.
“Municipal Committee Frisal paid Rs 80,000 to the agency for preparing the map while the other municipalities in Kashmir got the same map prepared at a cost Rs 3,000 to 5,000,” claimed sources.
Early Times spoke to a number of Executive Officers heading different municipalities in South Kashmir, who said they got the map prepared at a very low price. “Rs 80,000 for a map is too much,” they said.
Executive Officer Municipal Committee Frsial Shugufta Fazili admitted that she paid Rs 80,000 to the person who prepared the map. “We got the map papered in urgency as the officials at directorate were asking for it. It is a hectic job as the person has to visit the whole area and show everything on map like streams, lanes and other things,” she said, adding the payment to the concerned person was released after eight months.
“Initially I didn’t release the payment but then he said that her sister was getting married so I released the payment,” she said.
Sensing more financial irregularities, the Director Urban Local Bodies Kashmir on Tuesday seized the financial authority of the Executive Officer. “It is requested that no financial withdrawal be entertained from I/C Executive Officer Frisal till further instructions,” Director ULBK Reyaz Ahmad Wani wrote to bank branches.
He also directed the officer to not operate upon the bank accounts of the municipality.
