Govt may go for “Operation All Out” to clean JK Admin
Non-performing officials likely to face axe

Jammu, Sep 4: The government has decided to hunt the deadwood in the administration and show non-performing officials and bureaucrats the exit door.
According to the details available with Early Times the administration is keen on addressing the issue of mis-governance. “The J&K administration is awaiting Centre’s nod to overhaul the system. The government in a phased manner may axe the officials and the bureaucrats against whom cases of non-performance and corruption were registered in the past. The government is mulling to issue a list of such officials who will be retired forcefully,” sources divulged.
Furthermore, a latest official communication, a copy of which lies in possession of this newspaper reveals that the departments have been asked to compile a register of the government servants who are in the age group of 50/55 years or are about to complete 30 years of service. The register will be scrutinized at the beginning of every quarter by a senior officer in the Ministry / Department / Cadre and the review be undertaken according to the above schedule so as to ensure timely completion of the review for retention/pre-mature retirement of the government servants.”
“The Government may at any time after an employee has attained the age of 50/55 years or completed 30 years of service, as the case may be, retire him pre-maturely in public interest. However, non-adherence to the time-lines as indicated in para 4 above due to certain administrative exigencies shall not take away the powers of Appropriate Authority to pre-maturely retire a Government servant under FR 56(j), 56(l), and Rule 48 of CCS (Pension) Rules, 1972. Therefore, review of a Government servant for the purposes of these rules can be undertaken even after he has attained the age of 50/55 years in cases covered by FR 56 (j) or after he has completed 30 years of qualifying service under FR 56(l) / Rule 48 of CCS(Pension) Rules, 1972,” reads the official communication from the Central Government’s Department of Personnel and Training.
In the past also, the government led by PDP and BJP claimed to have been serious about removing the deadwood from the administration. However, both the parties instead of removing the non-performing officials end up re-employing them with more doles and sops.
This time, however, there are chances that the government may go up for massive cleanup of the administration with a sole objective to provide good governance to the people at large.
