RAJOURI, Sept 7 : To elucidate the contours of Back to Village programme phase 3 and implementation of Jan Abhiyan in the district, District Development Commissioner, Mohammad Nazir Sheikh today chaired a meeting of the District and Sectoral Officers. The meeting was attended by Senior Superintendent of Police, Chandan Kholi, General Manager DIC, Manzoor Hussain, Additional Deputy Commissioner Nowshera, Sukhdev Singh Samyal, Additional Deputy Commissioner Sunderbani, Vinod Kumar Behnal, Additional Deputy Commissioner Kotranka, Surinder Mohan Sharma, Chief Planning Officer, Shama-un Ahmed Sub Divisional Magistrate Thanamandi ,Dr Zakir Hussain, Assistant Commissioner Revenue, Mohd Ashraf, Assistant Commissioner Development ,Sushil Khajuria, DSEO , Bilal Mir and other concerned District and sectoral officers. At the outset of the meeting, DSEO, Bilal Mir gave a detailed powerpoint presentation about the activities and services to be provided to the citizens during the B2V programme and Jan Abhiyan. The District Development Commissioner said the Back to village phase was an introductory programme launched to understand the public grievances and demands while the phase 2 was launched to get the first appraisal of the functioning of the panchayats. “The Phase 3 of the ambitious and unique programme, October 2 for a period of 10 days, is designed to redress the grievances of the public,” the DDC said. The District Development Commissioner also said the B2V would be preceded Jan Abhiyan, which will commence from September 10 and focus on Public grievances redressal, public service delivery and Delivery of the Development at Gram Panchayat Level. The meeting discussed several measures to be taken for the successful conduct of Jan Abhiyan in all the Blocks of the district. The DDC also discussed the critical gaps reported during Back to Village program phase II. The DDC also said Block Divas would be observed for three consecutive weeks at the locations/Block Headquarters for three consecutive weeks on every Wednesday in which officers from the entire concerned department shall remain present. The DDC also directed the BDOs to submit the list of locations where Block Divas is to be organized; and ensure the participation of BDC chairpersons, Sarpanchs, Panchs and public. In order to improve the interdepartmental coordination, the DDC directed the district officers to submit a list of all the frontline workers so that the time and place is assigned to them well before the commencement of the programme. The DDC asked the concerned officers from Revenue, PDD, RDD, PHE FCS&CA, Agriculture, horticulture, social welfare department, Education department, Fisheries, Animal husbandry, Transport and other departments to redress the grievances of the public during this three week long programme.
