DTI building Vijaypur: A glaring example of wasteful expenditure

JAMMU, Sept 10: Ambitious, but half-heartedly constructed, District Training Institute (DTI), Vijaypur is in shambles and also proved to be a wasteful expenditure as same is not serving any purpose.
According to sources, recently it was decided that the building would be used as office of Block Development Council (BDC) chairperson Vijaypur. “The building was whitewashed, but due to seepage in the building due to use of sub-standard material, the BDC Chairperson refused to use it and once again the structure remained useless”, sources informed.
They said the building despite advance drawl of funds by the administrative department in 2012 had faced discrimination and delay in its completion, at directorate level.
“The Accountant General (Audit), had pointed out inordinate delay in release of funds by the then Director Rural Development Jammu. The AG raising questions had mentioned “an advance drawl was made by the Director, RDD Jammu amounting to Rs 17,81,32,000 out of witch Rs 70.42 lakh pertains to construction of District Institute of Training, Samba. The said amount of Rs 70.42 lakh was transferred to J&K Bank branch Janipur vide cheque no 070704 dated 21/12/2012” and till end of December 2015 only Rs 50 lakh was placed at the disposal of Assistant Commissioner Samba”, they said, adding that contractor’s payment of Rs 10 lakh is yet to be released.
“The Directorate of RDD was at Talab Tilo and J&K Bank Talab Tillo was adjoining to the directorate, but this huge amount was deposited in J&K Bank Janipur, it was allegedly done to bargain with ACDs before releasing”, they said.
“Ali Mohd Sagar, the then Minister for RD&PR laid foundation stone of DTI, Vijaypur on 16-04-2013 but at that time the directorate released only Rs 5 lakh to ACD Samba vide cheque No.704151 dt. 28-06-2013, then he released Rs 10 lakh vide cheque No. 704152 dt.8-11-2013 and he kept Rs 55.42 lakh in J&K Bank’s account in Janipur branch. The estimate of DTI, Vijaypur had no technical sanction neither AAA was accorded nor then BDO Vjaypur was competent to allot a contract of Rs 72 lakh”, they added.
BDC Chairperson Vijaypur, Yogeshwar Singh when contacted said that there was not sufficient space in the room, so he refused to accept it as his office chamber. “In Chairperson’s office there should have sitting capacity for at least 30 persons”, he said.
An official of Block Development Office (BDO), Vijaypur on the condition of anonymity told that the building is in shambles due to seepage and non-usage.
