The Jammu and Kashmir administration has announced that Phase-III of Back to Village (B2V) programme will begin on October 2 for a period of ten days. The first two phases of this programme had evoked tremendous response from the people as it was for the first time in the past seven decades that administration reached on their door step to ascertain their grievances.
The Phase-I of the Back to Village Programme was an introductory and interactive programme to understand the people’s grievances and demands, while Phase-II focused on the devolution of powers to panchayats and tried to understand how these panchayats are functioning and what are the grievances and demands. The Phase-III has been designed on the format for grievance redressal.
The funds for the works which were identified during the first and second phase were released immediately to the respective Deputy Commissioners and these tasks have been completed also.
The Back to Village initiative has brought the administration and the people closer. This well thought out initiative sent a message to the people that government cares for them.
In the second phase of the Back to Village Programme around 5000 officers reached out to the people and panchayat members were taken on board at every place. In the first phase more than 4,483 panchayats were covered and the programme evoked massive response.
The administration during both the phases of the Back to Village Programme had assigned various districts across the Union Territory to the IAS as well as the KAS officers. These officers assessed the ground situation and ensured that the basic problems of the people are addressed without getting stuck in any official wrangles.
When Back to Village Programme was launched for the first time, people were under the impression that it would be a routine exercise but after the initiative commenced, they realized that the issues which took months and years to get addressed can be resolved within hours. Both the phases of B2V evoked massive response and people are eagerly waiting for the third phase to commence.
This initiative has been one of the best ideas of the people handling the affairs of Jammu and Kashmir UT. They deserve all the kudos for it. Such people friendly measures during the past one year have made people realize that there is big difference between the governance and the good governance.
