JKPCC faces staff shortage has no recruitment, promotion policy

Jammu, Nov 6: The Jammu and Kashmir Projects Construction Corporation (JKPCC) is facing staff shortage as no rationalization has been done since its inception, sources told Early Times on Friday.
They said that there has always been shortage of regular staff as compared to sanctioned strength in the company. “This has ultimately affected the functioning of the corporation.”
Sources said that the company has not framed any recruitment and promotion policy since the day it started functioning. There is a huge difference in sanctioned strength and actual person-in-position of regular staff, they added.
They further said that the person in position remained below the sanctioned strength and shortfall up to 30 percent has been observed in the last six years. “Even the unit-wise sanctioned staff strength has not been assessed by the company till date. Besides, the ratio of engineering staff to non-engineering staff is quite huge,” they added.
Although the company had constituted Sub-Committee for rationalization of sanctioned strength and framing of recruitment rules but committee could not reach its logical end even after the lapse of six years of the its’ constitution thereby creating shortage of the regular staff. Meanwhile, it was observed that in connection with casual workers, it engaged them from time to time without assessing any actual requirement. It engaged over 800 casual workers in Kashmir and 150 in Jammu. “The company didn’t follow any logical basis for engagement of workers as per the requirement of the work,” they alleged.
Pertinently, the main objective of incorporation of JKPCC was execution of construction works for the State and Central Governments and Public Sector Undertakings and moreover to curb monopoly of private contractors and provide healthy competition between private and public sectors but shortage of executive staff has affected its working.
