Fails to prepare annual report since its inception, meetings of executive body not held | SFDA violates NAP guidelines | | Early Times Report
Jammu, Nov 22: The State Forest Development Agency (SFDA), which is part of the Forest Department, has virtually failed to comply with guidelines of National Afforestation Programme in executing various projects. Sources in the department told Early Times that the State Forest Development Agency has not prepared its annual report since its inception in 2010, which raises serious question marks on the functioning of the agency. “The annual report is mandatory for an agency to prepare annually which shows the status of the working and its financial affairs. It is required to submit the comprehensive annual report on the progress of works and utilisation of funds in respect of all Village Forest Committees to State Forest Development Agency but no such reports were submitted by the Forest Development Agencies and they also did not seek further instalments of funds, which would have necessitated submission of these reports,” they said. Moreover, the governing body of SFDA was required to meet once in a year while the executive body needs to meet once in three months but it has been observed that the governing body met only once since its inception whereas the executive body met only five times against mandatory 25 meetings but more shocking part of the mismanagement of SFDA can be gauged from the fact which led to absence of monitoring of works under NAP. Although as per guidelines, all projects, works required to be monitored by the State Forest Development Agencies through field inspection and the Range Forest Officers were to undertake field checks of the works of the Village Forest Committees but no inspection was conducted, they said. |
