PHE Deptt executes over 40 WSS despite disapproval of JKSWRRA | | | EARLY TIMES REPORT
JAMMU, Dec 20: The Public Health Engineering (PHE) Department has allegedly executed over forty Water Supply Schemes (WSS) despite being disapproved by the Jammu and Kashmir State Water Resources Regulatory Authority (JKSWRRA) on various grounds. Sources told Early Times that in order to execute various water State enacted the J&K Water Resources (Regulation & Management Act, 2010 which envisages that water supply schemes undertaken by the PHE Department be vetted by the Jammu Kashmir State Water Resources Regulatory Authority before execution. They further said that PHE Department took up around 240 new schemes for execution during 2013-18 under National Rural Drinking Water Programme but it referred only 50 schemes to JKSWRRA for approval and out of which only five schemes were approved and rest were returned due to various flaws in the Detailed Project Reports including source information, quality of water available, safety and environment measures. Astonishingly, the Department, instead of clearing the shortcomings, executed all the schemes without the approval from JKSWRRA. They further informed that although the concerned authority has been asked to forward all the new schemes for approval of JKSWRRA before their execution but it was observed that the direction was ignored on many occasions. “Not only this even there was no authority in place between 2015 to 2017 and the utilities were instructed to get the schemes pertaining to that period approved as a special case by approaching the Government through an appropriate cabinet note as a one-time exception,” they said. |
