SMHS Blood Bank denies blood supply to them citing delay in renewal of registration | Patients admitted in private hospitals in Kashmir at risk of losing their lives | | Jehangir Rashid

SRINAGAR, Dec 20: Patients admitted in health institutions in the private sector in Kashmir valley are at risk of losing their lives in case they need blood while the surgeries are being carried out as these institutions are not supplied blood by the blood bank of the designated hospital. Sources told Early Times that since the renewal of these private hospitals is pending the blood bank at the Shri Maharaja Hari Singh Hospital (SMHS) has been denying the blood to these health institutions as and when required by them. They said that owners of private hospitals and nursing homes are being forced to pay for the sins they never committed. “Ever since Jammu & Kashmir became a union territory the renewal of existing hospitals, nursing homes and diagnostic centres is pending. This has led to a situation where the authorities of SMHS, an associated hospital of Government Medical College (GMC) Srinagar are denying the supply of blood to the health institutions in the private sector,” said sources. Sources said in the past the renewal of existing health institutions and registration of new ones was done by the Directorates of Health at Kashmir and Jammu, but with Jammu & Kashmir becoming a union territory the same process has been decentralized. The same has to be done at the district level even though no headway has been made in this regard. In May this year the Health & Medical Education department established an authority for each district for registration of clinical establishments. The authority would have the district magistrate as chairperson with the District Health Officer or Chief Medical Officer being the convener. The concerned SSP, a senior level officer of the local self government and a representative from a medical association would be the members of the authority. “In exercise of powers conferred by sub-section (1) of section 10 of Clinical Establishments (Registration and Regulation Act), 2010 read with rule 8 of Clinical Establishments (Central Government) Rules, 2012, the Government hereby establishes an authority to the called District Registering Authority for each district of union territory of Jammu & Kashmir for registration of clinical establishments in the respective districts,” reads the notification issued under S.O 167 on May 19, 2020. Referring to the composition of the authority the notification reads that concerned District Magistrate would be the Chairperson, District Health Officer/Chief Medical Officer (Convener), Senior Superintendent of Police or Superintendent of Police or his nominee as the case may be to be nominated by District Magistrate of the concerned district for a tenure of two years (member), a senior level officer of the local self government at the district level to be nominated by district magistrate of the concerned district for a tenure of two years (member) and one representative from a medical association or body having presence preferably in the district or within the UT as the case may be to be nominated by the district magistrate of the concerned district for a tenure of two years. Sources said that delay in the whole process has led to a situation where 2200 files relating to registration as well as renewal of diagnostic centres and nursing homes in the union territory are pending. It means that 95 percent of diagnostic centres and nursing homes are working without registration in Jammu & Kashmir as on date. |
