Negligence of I&FC Deptt fails Jhajjar Kotli Barrage project | Funds given to executing agency yet to be recovered even after 9 years | | EARLY TIMES REPORT
JAMMU, Jan 3: The improper planning of the Irrigation and Flood Control Department before commencement of execution of the much ambitious Jhajjar Kotli Barrage project to develop it as the best tourist destination, has literally failed the project. Not only this even the funds to the tune of crores given to the executing agency could not be recovered even after the lapse of nine years. Sources in the department told Early Times that as per guidelines of the Jammu & Kashmir Irrigation Act, which stipulates that while preparing the irrigation schemes, the estimated cost, realignment of any water course or existing watercourse is to be mentioned in the draft scheme. Besides, every irrigation scheme, after its preparation, is to be published in public domain so as to invite objections and suggestions and after consideration of such objections and suggestions the scheme is approved. They further said that the I&FC Dept before seeking objections, clarifications and publishing the scheme for construction of barrage over Jhajjar Nallah at Jhajjar Kotli advanced funds to Jammu and Kashmir Projects Construction Corporation but later NHAI raised objections on the proposed site as same was coming in the alignment of Jammu-Srinagar National Highway. “Irrigation Division-I Jammu had handed over the project of Barrage at Jhajjar Kotli to JKPCC in 2011 at an estimated cost of Rs 7. 50 crore and without publishing the scheme for seeking the objections/ suggestions, an amount of Rs 1.80 crore was advanced to JKPCC. However, JKPCC could not start the work owing to objections raised by the National Highway Authority of India,” they said. They further informed that a new site for the barrage was also identified and JKPCC submitted a revised proposal with an increased project cost of Rs 24 crore due to change in certain technical parameters but revised proposal, however, could not be found feasible and the project was shelved in 2015 despite repeated reminder to the executing agency to return the unspent funds but it continued to retain the same without any reason. |
