Engineers in Power Deptt await promotions, feel dejected

Jammu, Feb 5: Despite mandated by the State Administrative Council (SAC) in its meeting in October 2019 to complete the promotion process of engineers within two months, scores of engineers working in Power Department have been awaiting the same for the past 14 months.
Sources informed Early Times that hundreds of engineers have been working in the department without getting any promotions since decades. “Even the officers to the level of Executive Engineers have not got regular promotions and have been working as in-charge Executive Engineers thus depriving them of the benefits of the promotions including monetary benefits”, an official said, adding that in actual sense many of the engineers were working at the same post, since they had joined the department.
Sources said that the engineering cadre of the department has been demanding regular promotions for the past many years and finally when the department initiated the process of unbundling of the department, the engineers got the assurance in writing.
The State Administrative Council (SAC) in its meeting held on October 22, 2019 had issued directions that the proposal of regular promotions be processed on fast track at departmental level without referring it to the Jammu and Kashmir Public Service Commission (JKPSC) as one time exemption. The process was supposed to be completed within two months by 30/11/2019 per Government order number 191-PDD of 2019, issued by Commissioner Secretary to Government PDD.
It reads, “The SAC directed that the proposal for regular promotion in the Engineering Cadre of the PDD be processed for consideration of the Competent Authority in the government through Establishment-cum-Selection Committee, without reference to JKPSC as a one-time exception. SAC further directed that the process be completed by 30/11/2019”. However after a lapse of over 14 months, the engineers have still been awaiting the promotion benefits.
Secretary General of JKEEGA Sachin Tickoo said that it was unfortunate that despite written assurance their demand was still not accepted by the government. “At the time of unbundling of PDD, the government had promised Reorganization of the department to meet the growing demand of the assets created since 1981. The unbundling committee constituted by the government submitted a report which was accepted by SAC for the said propose. It had assured that the regularization of Engineers shall be completed within two months from the date of unbundling but the same is still pending”, he said, adding that the regularization of daily wagers had been promised, which also had not seen the light of the day. Now the government is making things worse by contemplating privatization within just 6 months of the unbundling of the department into corporations.
