Forest Dev Agencies divert funds of CAMPA for non proposed works | ‘Violation of NAP guidelines’ | | Early Times Report
Jammu, Feb 5: The forest development agencies of Forest Department have allegedly diverted funds of Compensatory Afforestation Fund Management and Planning Authority (CAMPA) for non proposed works in violation of National Afforestation Programme guidelines. Sources told Early Times that CAMPA is an authority meant for receipt of cost of revenue realized on account of forest land diverted for non-forest purposes. They further said that these funds are to be utilized on afforestation of particularly those areas which are in close proximity to the areas which have suffered during diversion of forest land. It was seen that CAMPA funds of Rs 5 crore were diverted during 2012-16 to the National Afforestation Programme by over 20 Forest Development Agencies. Interestingly, these funds were transferred directly to FDAs instead of routing them through the State Forest Development Agencies. Out of 20 FDAs, it was observed that in around five FDAs, there was no component of fencing work proposed by these FDAs in their annual works programmes submitted (to the SFDA for onward transmission and approval of the National Afforestation and Eco-Development Board. “In contrast to this, Rs 40 lakh was diverted from CAMPA funds by these FDAs and utilised on fencing components of NAP related works during the period. Against this Rs 2 crore was spent on fencing by these FDAs which included Rs 19 lakh diverted from the CAMPA funds,” they added. They further informed that due to faulty submission by the FDAs, Rs 62 lakh was diverted by the FDAs from the CAMPA funds which was irregular and in contravention to NAP guidelines. |
