National e-governance Plan goes for a toss, govt deptts remain unconnected | | | Early Times Report
Jammu, Feb 9: In order to connect government departments across the Jammu and Kashmir, the much needed State Wide Area Network (SWAN) project under National e-Governance Plan is incomplete. Sources informed that the Information Technology Department of JK UT was given the responsibility to create infrastructure for implementation of National e-Governance Plan to make all the government services accessible to the common man in his locality under the NeGP which could not be achieved even after the lapse of around 10 years. “Against the approved funds for implementation of six schemes by the Information Technology Department under the National e-Governance Plan (NeGP), only 25 per cent were released by Government of India (GoI) to Jammu and Kashmir,” they said. They further informed that the balance outlay of 75 per cent could not be received as the confirmation regarding contribution of 20 per cent State share was not provided to GoI. Overall fund utilization during 2012-17 was only 41 per cent due to which the objective of providing connectivity under State Wide Area Network (SWAN) project could not be achieved. Astonishingly, against the amount received for implementation of this project, a part of the amount was surrendered and the remaining amount was blocked, they added. They further maintained that the complete potential of State Data Centre (SDC) is not being utilized in absence of State Wide Areas Network. Failure to firm up the requirements jeopardized the work on the State Service Delivery Gateway (SSDG) project. Implementation of the Common Service Centres project was hit due to lack of coordinated efforts in ensuring availability of services, absence of a reliable connectivity, lack of awareness/ sensitisation and delays in rollout process. |
