Durbar Move holds ground | | | The government issuing a notification for allotment of residential accommodation in favour of officers/officials moving to Srinagar in connection with annual Durbar Move 2021 (summer session May-October) is a signal that the practice of shifting the Civil Secretariat from Jammu to Srinagar would continue. The Jammu and Kashmir administration last year had informed the High Court that shifting of the capitals between the two cities costs around Rs 200 crore annually and the court had suggested that this practice should be done away with. However, it appears that the government wants no change in the status-quo and the exercise is all set to carry on. In the recent years Darbar Move has remained a focal point. Many people believe that the practice which was started by monarchs nearly 150-years ago should end. Only a few people are of the opinion that the exercise should continue. When Kashmir centric politicians were ruling the erstwhile J&K State despite Jammu being a winter capital they always ignored it and took only Kashmir centric initiatives. At one point of time these leaders launched a campaign to shift the capital of J&K permanently to Srinagar. But somehow they didn't succeed in their design. After J&K's transition into a union territory speculations were rife that the Durbar Move practice will be shelved off, and half of the offices will function from Srinagar and half from Jammu. There was notion that this has been agreed in principle and the proposal will be given a final shape soon. But it seems that the move has been shelved. Questions which everyone seem to be asking are is J&K in a position to spend Rs 200 crore annually to keep this practice alive? Can't the two secretariats in Srinagar and Jammu remain connected through internet? What's the point in shifting the files in trucks when entire world has shifted to a digital mode? People of Jammu and Kashmir have been witnessing Durbar Move for a longtime. Now, it's high time for this exercise to end. Jammu and Srinagar are not that far. Both the civil secretariats in Jammu and Srinagar can remain connected and it should not be a big issue. If Articles 370 and 35A can go then why can't be the practice of Darbar Move be done away with. |
