GAD seeks FC's intervention to transfer 2 employees outside secretariat

jammu, Feb 10: The General Administration Department (GAD) has sought the intervention of Financial Commissioner, seeking transfer of two employees of the planning cadre out of the Civil Secretariat to some non-move posts, inviting strong criticism among the cadre, who took up the matter with Director General as well as GAD to rectify the order.
The Deputy Secretary to GAD, vide OM No. GAD (Estt) M-07/2021, dated 8/2/2021 sent a communiqué to the Financial Commissioner of the Finance department, seeking his intervention. The order reads, "The undersigned (Deputy Secretary GAD) is directed to invite the kind attention of Financial Commissioner, Finance Department towards the above captioned subject and to inform that the Competent Authority has desired that the following two officials borne out on the establishment of Directorate General, Economics and Statistics, J&K be transferred in any non move office outside the Secretariat.
The employees include Parvaiz Ahmad, Section Officer (Planning ) presently posted in School Education Department and Parvez Ahmad, KPO, presently posted in Planning, Monitoring and Development Department.
Pertinently, Parvaiz Ahmad is President of the Union of Planning Cadre employees and he represents over 3000 employees of the Economics and Statistics cadre, while Parvaiz Ahmad, KPO is also associated with the Union.
The cadre controlling authority of both the officers is Economics and Statistics department, so the GAD had invited the attention of the Financial Commissioner. However the communiqué didn't go down well among the Union of Planning cadre, who saw it as an act of vendetta politics and took up the matter with GAD officials as well as Director General of Economics and Statistics Department.
"Parvaiz Ahmad is elected president of the Union of Planning Cadre employees and he represents the aspirations of over 3000 strong workforce. It is for the first time in the history of Civil Secretariat that the transfer of Union President is sought by GAD outside the Civil Secretariat to non move offices, despite the fact that Economics and Statistics department is cadre controlling authority and it effects transfers on routine basis", General Secretary of the Union Manzoor Qadri said, adding that it was still unclear as if the GAD had sought transfers on some complaint basis or for some other reason.
Asked if above mentioned employees had requested for transfers, Qadri replied in negative and said that President has to be within civil secretariat, to look after the interests of the Planning cadre employees but it was beyond comprehension as why GAD has sought the transfer of both the employees. "We have taken up the matter with Director General Economics and Statistics as well as with GAD authorities against such communiqué", General Secretary said, adding that the communiqué smacks of vendetta politics.
Additional Secretary to GAD Rohit Sharma said that he would look into the matter and then comment.
