Jammu, Mar 14: The Jammu and Kashmir Government is all set to add more tribes and castes in educationally and socially backward classes in the union territory. According to the details available with Early Times Social and Educational Backward Classes Commission has submitted its first interim report to the government and forwarded its recommendations in this regard. Sources divulged that many tribes and castes have so far been left out from the list of the scheduled tribes and that the government is mulling to add them this time so that they could avail the benefits given to depressed classes by the government in accordance with the constitutional guarantees. The Centre had constituted the Jammu and Kashmir Social and Educational Backward Classes Commission in March last year. The tenure of the commission had been fixed for two years and it was tasked to submit the first interim report in three months or before June 30, 2020. However, due to the outbreak of COVID 19 the commission couldn’t meet the deadline. The commission had been entrusted with the responsibility of fixing the criteria for socially and educationally backward classes. This included examining the list of social and backward classes declared by the government and recommending the inclusion or removal of classes. The job of testing reservation rules and setting minimum qualifications for recruitment in government jobs had also been the priority. After the formation of the Jammu and Kashmir Social and Educational Backward Classes Commission, the Government had abolished the Backward Classes Commission. On June 1 last year, by issuing an order, the government made all employees answerable to the newly formed commission. All records, electronic gadgets, equipment, vehicles were all handed over to it. On Saturday the chairman of the commission, Justice (retd) GD Sharma met Governor Manoj Sinha and submitted the interim report. He discussed various issues related to the welfare of the backward classes. Lt Governor as per the reports asked chairperson to make necessary recommendations to protect the interests of socially and educationally backward classes in Jammu and Kashmir and also emphasized that the Union Territory Government is committed to equal development of all sections. In Jammu and Kashmir, there are eight communities vide the Constitution (Jammu & Kashmir) Scheduled Tribes Order, 1989 and four communities, namely Gujjar, Bakarwal, Gaddi and Sippi were notified as the Scheduled Tribes vide the Constitution (Scheduled Tribes) Order (Amendment) Act, 1991. All the twelve (12) Scheduled Tribes (STs) were enumerated officially for the first time during the 2001 census recording a population of 1,105,979. The Scheduled Tribes account for 10.9 per cent of the total population of the State and 1.3 per cent of the total tribal population of the country. 2. The STs are predominantly rural as 95.3 per cent of them reside in villages. Among the districts, Kargil (88.3 per cent) has the highest proportion of Scheduled tribes followed by Leh(Ladakh) (82 per cent), Poonch(40 per cent) and Rajouri(33.1 per cent). |
