Salary crisis to haunt PDCL employees in next financial year too | ‘Instead of keeping separate budgetary provision, Govt to give grant-in-aid’ | | Early Times Report
Jammu, Mar 14: Over 30,000 employees, including engineers posted on deputation basis in Jammu as well as in Kashmir Power Distribution Corporation Limited (JPDCL and KPDCL) are likely to face salary crisis in the next financial year also. Sources told Early Times that instead of keeping separate budgetary provisions for disbursing salaries of the employees, government has decided to give grant-in-aid to the corporations for the next financial year. They said that the employee/official union members of both the corporations had been demanding regular budgetary provisions to pay the salaries of the employees as well as officials, posted in these corporations. “During the creation of new corporations, the employees and officials of the Power Development Department (PDD) were sent on deputation. As we are employees of PDD, so we have been demanding the same arrangement between the PDD and government, according to which regular budgetary provisions had been provided to the department in the annual budget”, an official of department said, adding that due to regular budgetary provisions, there were no obstacles in the regular disbursal of salaries. However since the creation of corporations, the government had introduced grant-in-aid provision, due to which the salaries had been delayed since the last two years. “During our continuous discussions with the administrative departments, we had been demanding regular budgetary provisions to pay salaries of the employees but as per the latest information the government has not agreed upon the proposal of regular budgetary provisions for the salaries but decided to continue with grant-in-aid”, an official said. Elaborating further an official of the Finance Department said that according to the grant-in-aid agreement, the funds were sanctioned in instalments. “Once an instalment is sanctioned, the department has to forward the Utilization Certificates (UCs) to the Finance Department and after clearance from the Finance Department, the next instalment is released and same process followed during release of every instalment”, the official said, adding that due to administrative inertia and routine hiccups, there was delay in release of the salaries. An official working in the corporation informed that since the creation of new corporations, the employees as well as officials have not been getting regular monthly salaries and due to no regular budgetary provisions and even the salary of February month was still pending. |
