From time to time central as well as state government has been busy in the number of different kinds of employment training programs and schemes for rural women for trained to earn their bread or establish their self ventures comprising agencies like Handicraft, Handloom, UMEED, etc which used to sponsor a number of training and skill development schemes throughout the states as well as country. There are number of youths including women and men opting for these training and skill programs throughout almost districts of the Jammu and Kashmir state every year. In the very beginning somehow the training programs have been performed in well manners mean accelerated its pace and youths of the state had attained its full privilege also, but later on it grown-up sluggish in nature. Now doubt in the beginning the peculiar trainings and stiffen cum tool kits would have rendered self reliant many of them for their survival. These training programs have been also sponsored through different departments like Power Grid Corporation, Employment and Youth services, state Social Welfare Department , Block Development offices, J&K Handloom and Industry , Fishery and Banking sectors, etc to NGOs like HARDICON Ltd, NSKFDC, HIMCOM, UMEED, etc. under different schemes like PMEGP,RLEGP, PMKVY, etc. The training provided to these youths comprising young women and men by means forming societies and self help groups for training and livelihood like tailoring and cutting, computer software, computer hardware and assembling, Banking tally, accounts, electrical appliance, Beautician, Beauty Parlor, fashion and Designing, typing and short hand (steno), plumber, beauty care like massage and body care, sewing and stitching, handicraft and jute products, audible items like pickles and other beverages, fruit processing, etc But the since dawn of governor rule in the Jammu and Kashmir, it has been seeming weak in its response. And a disinterested lure has been swept across the region throughout the state among youths comprising women and men. And privileges of all such schemes of central as well as state government has been sluggish in the manners like" where there's will there is a way". No one taking cognizance in this direction and future of millions of the youths in the state is shambling. Within last more than one and a half years there is not any secant approach in this direction has been noticed wherever there is drain of talent of number of youths is in dying stage now. Wherever complaints of the several places like Samba, Hiranagar ,Ranjari, etc of J&K where candidates has not been paid-up with their stiffen , tool kits, rents of the building and other infrastructural item used still. In which diplomas, stipend, rent of the venues of the centers including infrastructural used and remuneration of the staff employed for it is still pending. And youths who were pursuing these training programs are wandering here and there with complaints on their lips regarding such breach of employment rights. While handicraft department office samba rendered totally failure to satisfy the rural women, claiming the Mohani Devi, Monika Devi, Laxami, Neelam Devi, Sudesh Kumari, Rani Devi, Rita Devi, etc. In order to satisfy the emerging demands of the skill and development scheme through different schemes among different districts of the state, the concerned departments as well as government of the state should directly pay its secant attention and lend the rent of buildings used, stiffen, diplomas, remunerations of the staff deployed, etc. unless the same candidates as well as youths may grow with grim intentions or a kind of sluggishness with the sponsoring as well as managing agencies. Mean the process and management of all such training and services of the unemployed youths all over the state is weak in response and lacks in suitable accountability also, it is so alleged by the candidates at many regional levels in the state like Samba, Ranjari, etc. And during many of the programs held- up at others places having delay in distribution of stiffen, tool kits and diplomas causes lethargic to the candidates and goes in vain in many of the cases has been noticed vehemently Similarly a center of unemployed poor women in different trades like tailoring & cutting, sewing and stitching, beauty parlor, etc has been organized at the different places of the state for more than one and half a month at Samba, Hiranagar, Ranjari, etc. Merely at the end of training the candidates were not rendered successful not because of candidates' lethargic will, but because of non-conduct of final test or trial by the concerned agencies comprising both authorizing and performer. Resultantly: the candidates were not provided with their suitable stiffen, diplomas, tool kits and remuneration of the staff employed along with the rent of the building use and other infrastructure is still pending vehemently and nothing any remedial measure has been suggested by the concerned department as well as sponsoring agency claiming Rajni Devi, Seema Devi,Bindu Devi, Rekha Devi, Mamta Devi, Pinki Devi, Surekha Devi, Sarishta Devi, Mohani Devi, Priya, Sneha Rani, Kamlesh, Bharti Devi, etc. Such poor response of the youths mainly from the poor families along within solemn state may grow the youths with complaints on their lips and generation of the juvenile age 18 to 40 which is considered a huge part as well as backbone of India did not pave with good results. And on the other hand India is known for its young generation all over the world as per recent census report may not deliver with the good message to the developed and developing countries of the world at international arena or front. Therefore it so urgent that there should full sprawl of skill and development training programs in the rural as well as urban areas of the U.T so that unemployed youths mainly women from poor families can attain the privilege of such schemes in wide and large manners. Provision of tool- kits, satisfactory stiffen, diplomas, and rent of buildings use, remuneration of staff managed, etc in order to make the programs successful in proper manners. |
