RAJOURI, Apr 13: Although the government has set up J&K SC/ST/BC Development Corporation for providing financial assistance to the poor people of these categories but an official in Rajouri office has been sitting on files and has allegedly been demanding commission for clearing their cases.
The main purpose of J&K SC/ST/BC Development Corporation, which functions under the Ministry of Social Welfare Department, is to provide financial assistance under various schemes for those who are living below the poverty line and interested in the establishment of small income generating units. Sources said that the loans are provided at the nominal interest rate of 6% to the poor people of SC, ST, BC for setting up small income unit and for purchase of commercial vehicles.
In order to avail benefit, the aspirants had to submit their files with J&K SC/ST/BC Development Corporation and accordingly interviews are held wherein officials of DIC, Employment and all other departments come to provide loan under various schemes. During interviews all documents are scrutinized and in case of any discrepancy is found, they are guided by the officials.
They further said that an employee of this department in the Rajouri office, who has been handling the entire affairs of the office and take commission from people for clearing their cases and those who don’t toe their lines are not entertained and their files remain pending for months.
“There is a provision that the case has to be disposed off within 15 days. Due to lockdown last people could not avail benefits. Even it has been observed that the so called official, despite taking commission from some people, their cases are not approved,” they alleged.
Although the schemes provided J&K SC/ST/BC Development Corporation are meant for poor, downtrodden people to provide them opportunity so that they might become financially self-reliant, such officials have been creating obstacles.
When Early Times contacted General Manager J&K SC/ST/BC Development Corporation Ghulam Qadir Khatana rejected allegation and said that the department is committed to provide benefits to the deserving people. He further informed that if anybody found in such malpractice, a strict action will be taken against the erring official and asked the people if anybody found any problem, they can approach him directly.
