Strange! CLUJ, JKPSC and HED follow different guidelines to shortlist faculty members | | | Early Times Report
Jammu, May 9: Strangely, Cluster University of Jammu (CLUJ), Jammu and Kashmir Public Service Commission (JKPSC) and Higher Education Department have different criteria for short-listing candidates for college faculty members. Both these institutions are blatantly violating the guidelines and criteria of the University Grants Commission (UGC) that’s implemented for the same purpose across the country. Reluctance of these important institutions to implement the UGC criteria in toto for the past many years has resulted into unnecessary litigations, which are filed by the aggrieved candidates for violation of UGC criteria by these entities. In a recent case, the Central Administrative Tribunal Jammu Bench has delivered a judgement on May 3, 2021 in response to a petition filed by Ph.D Degree holders against the Higher Education Department. The applicants in the case were Ph.D Degree holders and were working as lecturers on academic arrangement basis and had challenged the order number 58-JK (HE) of 2021. They had filed an appeal before the bench of CAT that Higher Education Department in violation of recruitment rules and UGC guidelines had issued criteria for engagement of lecturers on academic arrangement basis for the year 2021-22 and CAT has issued an order in favour of the candidates, directing the department to address their representation within fifteen days. Despite having a latest court case before CAT, the Higher Education Department instead of correcting the mistake, once again advertised the posts in Jammu based colleges for engagement of candidates on academic arrangement basis as per order number 58-JK (HE) of 2021 on 28th of April. Surprisingly despite having a restraining order from CAT against 58-JK(HE) of 2021, the short-listing criteria was again in violation of UGC guidelines as Ph.D degree was granted 38 points which was in total violation of UGC guidelines which grants 25 points to Ph.D as per latest guidelines of July 2018 issued by UGC. Apart from the Higher Education Department, the Jammu and Kashmir Public Service Commission also violated the UGC guidelines and has earmarked 15 points for Ph.D as per the Business and Procedure Rules (2021) of JKPSC. Moreover as per the latest advertisement for the engagement of faculty on academic arrangement basis in Jammu based colleges it also gives maximum of 2 points (0.5 points per online course) i.e. MOOCS, SWAYAM, NPTELS, ARPIT etc while the UGC guidelines didn’t give any such points for online courses. Only the Cluster University of Jammu has devised the short-listing criteria as per UGC guidelines and has earmarked 30 points for Ph.D holders for engagement in Universities. “The repeated failure of Higher Education Department to completely adopt UGC guidelines in totality, has been resulting in unnecessary court cases and also the wastage of public exchequer”, an official said, adding that some of the officials with an intention to benefit some blue-eyed candidates has been making tailor made criteria in total violation of UGC guidelines. The Lieutenant Governor should take cognizance of the matter and pass instructions for full implementation of UGC criteria which would save the department from unnecessary court cases as well as the public exchequer. |
