JAMMU, May 16: Alleging harassment by the Executive Engineer of Irrigation Department Akhnoor, a few female contractors said that the official is trying to suppress them.
Addressing a press conference today, the female contractors Fancy and Dipika Sharma said that they have filled the various tenders invited by Irrigation Department Vide E-NIT No 02 of 05/2021-22 dated 04/05/2021 whose last date was 11/05/2021 and as per the details the financial and technical bid was supposed to open on 12/05/21 at about 12:30 pm but till date nothing has been done in this regard.
The duo said when they approached the Executive Engineer to cross-check he asked them to get in writing from the President of Contractors’ Association to open the tender.
They said when a letter of the President to open the tender was produced then again Executive Engineer refused to open the tender. They said that the Executive Engineer is harassing the female contractors because he wants to help his favourite contractors who failed to file tenders timely. They further said when as per rules and norms minimum numbers of required tenders are submitted than how he can refuse to open the bids illegally. She said the Executive Engineer is now giving excuses that he has received a mail from Director Information that dates mentioned in tenders for publishing were not sufficient hence should be extended.
Fancy raised questions that if the tender was published on 4th May 2021 and tenders were invited from 5th May 2021 then when did he mail the tenders to the Information Department for publication. Further if the Information Department reverted to him on 11th May 2021 to extend the dates why he didn't do that timely and even till now nothing was done by him.
The aggrieved female contractors further informed that they have lodged a complaint regarding the whole matter to Superintendent Engineer and has also filed a grievance in Lieutenant Governor's Grievance Cell. They appealed the Lieutenant Governor to order fair probe into the matter and should punish corrupt officials who harass and suppress female contractors.
They further warned the Executive Engineer that they will approach ACB and Court in the matter to get justice.
